Staff recommends that the
City Council award the contract to the lowest responsible bidder, Vortex Marine Construction,
Inc., in the amount of $243,600 for the subject project.
BACKGROUND
The City owns and maintains several bridges, some of which are periodically inspected by
Caltrans. Recent inspection reports for the bridge that carries Monarch Bay Drive over an
Alameda County Flood Control canal located immediately south of Marina Park indicate that
some of the concrete is damaged, that the bank near the northern abutment has eroded, and
small cracks are present in the deck which should be sealed to prevent water entry.
Analysis
The bids were opened on December 11, 2013. Eleven bids were received ranging from
$243,600 to $419,800. Vortex Marine Construction, Inc. was determined by staff to be the
apparent lowest responsible bidder. The engineer's estimate for the work was $230,400.
Staff verified that the contractor has a valid license with the Contractors State License Board.
Current Agency Policies
Maintain and enhance the City's infrastructure.
City of San Leandro Page 1 Printed on 1/14/2014
