Operating in Alameda, Contra Costa, <br />Marin, and Solano counties, Hello Housing has developed over 104 homes, 65 of which are <br />providing permanent supportive housing for over 260 people with a developmental disability or <br />mental illness who were formerly institutionalized or homeless. Additionally, Hello Housing <br />has acquired, rehabilitated, and sold seventeen homes to first-time homebuyers under the <br />Alameda County NSP2 Program, which was the second round of HUD NSP funding. <br />Hello Housing is requesting $100,000 in HOME Investment Partnership Program gap <br />financing to rehabilitate the NSP1 home located at 324 Lille Avenue in San Leandro to serve <br />as permanent, supportive housing for individuals with physical disabilities and/or <br />developmental disabilities who qualify under the California Community Transition (CCT) <br />demonstration project in Alameda County. <br />Analysis <br />The CCT project is a federally funded program administered by the California Department of <br />Health Care Services designed to assist individuals who are currently residing in an <br />institutional setting and are able to transition into the community where they would receive <br />quality, cost-effective services. There are currently two lead nonprofit agencies in Alameda <br />County, East Bay Innovations and Center for Independent Living, providing transition services. <br />As lead supportive services agencies, both work with individuals who qualify for Medi -Cal and <br />are living in a Medi -Cal inpatient facility, to conduct needs assessments and provide case <br />management support before and following the transition into the community, ensuring that <br />individuals are successfully connected to the supportive services they need. <br />Upon completing the rehabilitation, Hello Housing will transfer ownership of the 324 Lille <br />Avenue property to Housing Consortium of the East Bay (HCEB), a non-profit 501(c)3 agency <br />that will own and manage the property. Hello Housing and HCEB have worked together <br />successfully in this capacity on numerous development projects since 2007. HCEB is a <br />non-profit certified property management organization that creates inclusive communities for <br />individuals with developmental disabilities or other special needs in Alameda and Contra <br />Costa Counties through affordable, accessible housing. They have provided property <br />management to its properties since 2006 and currently successfully own and operate 25 <br />buildings (housing over 100 tenants). HCEB also owns and manages similar CCT homes <br />under the Alameda County NSP2 Program. <br />The City of San Leandro receives federal HOME funds annually through the Alameda County <br />HOME Consortium for affordable housing activities. The Consortium includes all of the <br />Alameda County cities, except Oakland and Berkeley, plus the Urban County area. <br />The City currently has over $256,000 in unallocated HOME funds. By providing Hello Housing <br />with a $100,000 HOME loan, the City is able to commit these funds within the US Department <br />of Housing and Urban Development's commitment deadline. The HOME regulations mandate <br />that each HOME grantee such as the City commit its annual HOME grant funding allocation to <br />eligible affordable housing projects within 24 months of receipt. Otherwise, HUD de -obligates <br />uncommitted funds. Hello Housing projects beginning the rehabilitation in February 2014. <br />The terms of the $100,000 loan will be three percent (3%) simple annual interest for fifty-five <br />(55) years.
