File Number: 14-030 <br />the street lighting in the industrial area. <br />Micro -Brewery Incentive Program ($50,000): Micro -breweries are proving to be an <br />important economic development driver as they cluster together, increase tourism and help <br />create a sense of place. San Leandro has recently proven to be an excellent location for craft <br />brewers and potential exists for the development of a thriving cluster. This program would <br />provide up to $25,000 per new business (assuming two participants) to attract <br />micro -breweries in the industrial area. The program can be used to fund tenant improvements, <br />impact fees, or permitting and zoning fees. <br />,Ad►1111!01_N1101►[o]x111►UI:11OI_1►Iaxe]i! KelL[rl_L4iIVA1111*1. <br />In addition to the implementation steps recommended above, City staff will continue working <br />on the following projects and programs that advance the goals of the Next Generation Study: <br />• Fagade Improvements: Using existing budget appropriations, staff will continue to <br />partner with business and property owners on projects that improve the appearance of <br />buildings and stimulate enhanced investment in the industrial areas. The program may <br />also be expanded to cover sidewalk and fencing improvements. <br />• Food Trucks: Work is underway to update the City's policies for regulating food trucks. <br />This will streamline the process for permitting mobile food vendors and provide more <br />clear direction on where they can locate, both in the public right of way and on private <br />property. Organized food truck events in the industrial area are also a possibility and <br />costs would be substantially lower than a pop up food installation. <br />• Zoning Code Amendments: Staff is currently working with the Board of Zoning <br />Adjustments and Planning Commission on proposed amendments to the Zoning Code <br />intended to streamline the process and increase zoning flexibility. Funding for the <br />project was included in the FY 2013-14 adopted City budget and revisions are <br />scheduled to be brought to the City Council for adoption in May 2014. <br />• General Plan Updates: The process to update the City's General Plan to bring the <br />City's policy documents for the industrial area in line with the vision and goals of the <br />Next Generation Study and remove regulatory barriers is underway. A consultant <br />services agreement for completion of both the General Plan and Housing Element <br />Update is scheduled for Council adoption on February 18, 2014. Funding for this <br />comprehensive two-year plus planning process was included in the FY 2013-14 and FY <br />2014-15 adopted budget. <br />Summary of Public Outreach Efforts <br />• The City Council initially reviewed the findings from the Next Generation Study at the <br />September 9, 2013 City Council meeting. <br />• A public workshop was held on October 2, 2013 at the Zero Net Energy Center to review <br />the findings and recommendations of the Next Generation Study. <br />• A City Council Work Session was held on October 7, 2013 to allow for more extensive <br />discussion of the study's finding. <br />• An Industrial Area Working Group meeting was held on January 22, 2014 to obtain input <br />on implementation priorities. <br />City of San Leandro Page 5 Printed on 2/4/2014 <br />
