F. Cost Summary. This section shall define the fee schedule and pricing <br />information, as well as how or when supplemental costs may be <br />incurred. The City's intent is to enter into a 12 -month agreement with <br />an option to renew annually each calendar year. <br />G. Disclosures. A complete disclosure of any alleged significant prior or <br />ongoing contract failures, any civil or criminal litigation or investigation <br />pending involving the proposer. The City of San Leandro reserves the <br />right to reject any proposal based upon the proposer's prior history with <br />the City of San Leandro or with other parties, which documents, <br />without limitation, unsatisfactory performance, significant failures to <br />meet contract milestones or other contractual failures. <br />H. References. Provide references for similar work that your firm has <br />provided within the last three (3) years. Include a detailed description <br />of the services, the agency names, contact names and phone <br />numbers, dates of services performed and successful work completed. <br />XI. Review of Proposals <br />Proposals will be reviewed by a committee that includes the Mayor, two City <br />Council members, the City Manager, and the Assistant to the City Manager, <br />and/or other staff as may be needed. Qualifications including specific <br />experiences and successes, references, fees and familiarity with services <br />requested will be evaluated. The committee will determine which proposal best <br />meets the needs and requirements of the City. A Scope of Work is included to <br />provide further information in assisting with the completion of the RFP. <br />The review committee may select and recommend a respondent for a State <br />Legislative Advocacy Services agreement to the City Council. While proposed <br />compensation will be a factor, qualifications and experience of the firm and <br />proposed staff in relation to the Scope of Work and the City's needs shall inform <br />the primary selection criteria. Additionally, the review committee will determine <br />whether the respondent's existing client list presents a conflict to the City's needs <br />and Scope of Work. <br />XII. Right of Refusal <br />The City may, at its sole discretion, reject any and all proposals submitted <br />in response to this RFP. In the event of any such rejection, the City shall <br />not be liable for any costs incurred in connection with the preparation and <br />submittal of a proposal. <br />All potential respondents submit their proposal with the understanding that <br />the recommended selection of the review committee is final and subject <br />only to review and final approval by the San Leandro City Council. <br />In determining which proposal best meets the needs of the City, several <br />factors will be considered.
