X. Organization of Proposal <br />The City of San Leandro requests that the following information be provided as <br />part of the response to the RFP. The proposal will be evaluated by the review <br />committee and shall include, at a minimum, the following: <br />A. Profile of Proposing Firm. This section shall include a brief <br />description of the proposer's firm and its organizational structure. This <br />section also should define the qualifications of the consulting firm, <br />capacity, resources, and key personnel, staff or sub -consultants <br />assigned to the services. A designated principal consultant for the <br />duration of the contractual period should be identified. <br />B. Prior clients. This should include a listing of current and former <br />County, City, Special District, or other public -sector clients over the <br />past three years. <br />C. General Knowledge of Local Government and San Leandro <br />Issues. This section should discuss the proposer's knowledge and <br />expertise in local government affairs in general. This section also <br />should include an overview of the local issues the consultant can help <br />to address in San Leandro. <br />D. Specific Experience. This section should describe any successes, <br />funding awards, or other major accomplishments in <br />advocating/lobbying for various types of projects or issues for other <br />clients, or any other issue areas for which the firm may have particular <br />expertise. The firm also should describe any specific experience it <br />may possess working on issues related to: <br />• The unwinding of redevelopment agencies, <br />• Transportation and infrastructure needs, <br />• Advanced manufacturing, <br />• Broadband technology, <br />• Public safety, <br />• Furthering partnerships with educational institutions, or <br />• Furthering partnerships or advancing shared goals between <br />City & County governments <br />E. Approach to Relations with Clients and State Officials. This section <br />shall briefly define the approach the consultants will undertake to best <br />serve the City's state legislative advocacy needs. This section should <br />include an overview of the firm's general approach to communicating <br />with clients and elected state officials or their staff, including <br />tracking/monitoring/influencing legislation, identifying emerging issues, <br />and methods of keeping clients informed. <br />City of San Leandro RFP for State Legislative Advocacy Services Page 6 <br />
