AN City of San Leandro <br />Meeting Date: February 18, 2014 <br />ONR x419 ` Staff Report <br />File Number: 14-035 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.H. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for Resolution Authorizing the Purchase of a Replacement Mobile <br />Negotiations Operation Command Vehicle and Appropriation of $60,000 from <br />the State Supplemental Law Enforcement Special Fund <br />SUMMARY AND RECOMMENDATIONS <br />The purpose of this report is to provide the City Council with information regarding the Police <br />Department's request to replace the Hostage Negotiations Team (HNT) Negotiations <br />Operation Command (NOC) vehicle. <br />Staff recommends the City Council adopt a resolution, authorizing the purchase of an HNT <br />Mobile NOC vehicle and appropriate $60,000 from Account No. 150-21-011-7410 (State <br />Supplemental Law Enforcement Special Fund) for the cost and outfitting of the vehicle. <br />BACKGROUND <br />In May 1996, the San Leandro Police Department procured the current Mobile Command <br />Vehicle (1979 GMC with 260,000 miles) from Entenmann's/Oroweat Foods Company. The <br />vehicle is at the end of its useful lifecycle and no longer fulfills the operational needs of the <br />department. The vehicle is currently experiencing engine failure, tire/rim issues, generator <br />failure, exhaust problems (fumes continue to enter the interior of the vehicle) and intermittent <br />air conditioner problems. <br />Due to the poor and eroding condition and the mechanical problems, the current vehicle is not <br />properly equipped to appropriately and safely operate as a Mobile Command Vehicle/Mobile <br />Dispatch Center and not reliable under emergency situations. <br />Analysis <br />The proposed new Mobile Command Vehicle will be built to Police Department specifications <br />and have the ability to accommodate the existing equipment in order to effectively negotiate in <br />City of San Leandro Page 1 Printed on 2/12/2014 <br />
