AN City of San Leandro <br />Meeting Date: February 18, 2014 <br />ONR x419" ` Resolution - Council <br />File Number: 14-046 Agenda Section: CONSENT CALENDAR <br />Agenda Number: <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: RESOLUTION Authorizing the Purchase of a Replacement Mobile <br />Negotiations Operation Command Vehicle and Appropriation of $60,000 from <br />the State Supplemental Law Enforcement Special Fund (provides for the <br />purchase of a new Mobile Command Vehicle for use in critical incidents) <br />WHEREAS, during a critical incident or major disaster, a Mobile Negotiations Operation <br />Command Vehicle must be able to function reliably; and <br />WHEREAS, the current Hostage Negotiations Team (HNT) Negotiations Operation <br />Command Vehicle is a 1979 GMC with 260,000 miles, in poor condition, unreliable in <br />emergency situations, and at the end of its useful lifecycle; and <br />WHEREAS, a replacement Mobile Negotiations Operation Command Vehicle, <br />equipped to operate as an emergency command post as well as an emergency <br />communication center, would allow Police personnel to effectively negotiate in critical <br />situations, and be an asset to the City during any type of critical incident or major disaster. <br />follows: <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />That the purchase of a new Mobile Negotiations Operation Command Vehicle is <br />hereby authorized. <br />2.
