This exhibit describes the scope of services, schedule, products and meetings for <br />the San Leandro General Plan Update and EIR to be conducted by The Planning <br />Center I DC&E for the City of San Leandro in cooperation with Barry Miller <br />Consulting, Strategic Economics, Center for Collaborative Policy (CCP), Kittelson <br />& Associates (Kittelson), Environmental Collaborative, and Tom Origer & <br />Associates. <br />I. SCOPE OF SERVICES <br />This chapter describes the scope of services to be completed by The Planning <br />Center I DC&E team for the San Leandro General Plan Update and EIR. To <br />facilitate your review of this proposal, we have prepared a concise scope that <br />emphasizes key components of our approach to this project. <br />We are flexible regarding the proposed scope of work and will work with you to <br />prepare a more detailed scope when we enter into a contract. We also recognize <br />that it may be necessary to alter the scope as the project progresses and would be <br />happy to work with you to ensure the successful completion of the project. <br />A summary of the work program is presented in Table 1. <br />We anticipate performing nine key work tasks as part of the San Leandro General <br />Plan Update and EIR, with a tenth task included for project management and <br />administration. The key work tasks are: <br />1. Project Start -Up <br />2. Community Participation and Outreach <br />3. Policy and Plan Audit <br />4. Collection and Analysis of Baseline Data <br />5. Plan Policy Development and Land Use Map Update <br />6. Preparation of Draft General Plan <br />7. Preparation of 2015-2022 Housing Element <br />8. Environmental Review <br />9. Plan Adoption <br />10. Project Management and Administration <br />
