7.8 Produce Administrative Draft for Staff and HCD Review <br />An Administrative Draft Housing Element will be compiled, with chapters roughly <br />corresponding to the subtasks listed above. City staff will be responsible for <br />circulating, reviewing, and commenting on the Administrative Draft. The revised <br />Administrative Draft will then be submitted to the State Department of Housing <br />and Community Development for a first-round review. Following the receipt of <br />comments from HCD, a meeting or conference call with the State reviewers will <br />take place to discuss their comments and the necessary revisions to be deemed <br />compliant. <br />7.9 Liaison with HCD and Response to HCD Comments <br />Barry Miller will prepare an official "response to HCD comments" document for <br />HCD, identifying text changes, edits, additional data, and other explanations <br />necessary to respond to the HCD letter. As feasible, drafts of revised language will <br />be circulated to HCD for "informal" review, comment, and further revision. Early <br />submittal of the Admin Draft 2015-2022 Housing Element is recommended to <br />ensure adoption by the statutory target. This task includes liaison with HCD staff, <br />including in-person meetings as needed to ensure effective communication and <br />response. The task concludes when staff has reasonable assurance that the <br />proposed revisions will result in an HCD compliance determination. <br />7.10 Produce Public Review Draft Housing Element <br />Barry Miller will incorporate the responses to comments on the Administrative <br />Draft, including staff and HCD comments, and produce the Public Review Draft <br />Housing Element. Photographs and other graphics will be added, and maps will be <br />inserted. Like the other elements of the General Plan, the Housing Element <br />should be attractively formatted. The Housing Element will continue to be a <br />freestanding document, which functions independently of the other chapters of the <br />General Plan. A "summary" of the Element will be prepared for later use as an <br />insert in the General Plan (similar to Chapter 9 in the 2002 General Plan). <br />A copy of the revised public review draft will be resubmitted to HCD. The timing <br />of this submittal should be such that a "pre -certification' letter can be provided by <br />HCD prior to the Council adoption hearing. <br />7.11 Planning Commission and Council Hearings <br />Because the Housing Element will precede the other elements of the Plan, a <br />separate set of public hearings will be required to adopt the document. Barry Miller <br />will attend one Planning Commission hearing and one City Council hearing. The <br />Planning Center I DC&E will also prepare an Initial Study and Mitigated Negative <br />
