j. Noise <br />The General Plan Update could result in land use changes that will expose new <br />sensitive receptors to excessive noise or vibration levels or result in substantial <br />changes in the existing noise environment in the city. The Planning <br />Center I DC&E will calculate and map future noise contours based upon traffic <br />projections and other information provided by the City and Kittelson. In addition <br />to transportation noise, noise data from published sources for planned heavy <br />industrial areas, major infrastructure projects, and, to a lesser degree, future aircraft <br />activity, will be incorporated into the noise analysis to identify and assess future <br />noise impacts. The Planning Center I DC&E will also analyze proposed land use <br />changes that will expose new sensitive receptors to noise or vibration levels <br />exceeding those considered normally acceptable based on the City's policies, and <br />the changes in the noise environment in the city resulting from the General Plan <br />Update. <br />k. Population and Housing <br />This section will focus on the potential for displacement of people or housing and <br />for substantial population growth that could result from implementation of the <br />General Plan. The Planning Center I DC&E will utilize data collected in Task 4 to <br />describe existing population and housing conditions and to summarize the relevant <br />State and local regulatory framework including the City's RHNA and the current <br />and proposed Housing Element. Based on the population and housing significance <br />criteria, The Planning Center I DC&E will assess potential population and housing <br />impacts. If necessary, mitigation measures to reduce impacts to a less -than - <br />significant level in the form of general plan policies will be recommended. <br />1. Public Services <br />This section will evaluate potential impacts on public services, including fire/EMS, <br />police services, and schools. The Planning Center I DC&E will utilize the data <br />collected in Task 4 to describe existing public services within the city. The setting <br />will include a description of each public service provider, including current and <br />projected capacity. Based on the public services significance criteria, The Planning <br />Center I DC&E will assess potential impacts. If necessary, mitigation measures to <br />reduce impacts to less -than -significant levels in the form of policy <br />recommendations will be identified. <br />m. Parks and Recreation <br />The Parks and Recreation section will evaluate potential impacts on existing park <br />and recreation facilities based on the anticipated increase in population.
