On November 6, 1995, the city coun- <br />cil approved the designation of a survey area <br />to study the potential for a West San <br />Leandro/MacArthur Boulevard Redevelop- <br />ment project area. The city council found <br />that the West San Leandro/MacArthur <br />Boulevard survey area exhibited economic <br />and physical blighting conditions sufficient <br />to warrant further study. <br />B. In November of 1996, the city coun- <br />cil appointed a citizen advisory committee to <br />gather information and determine whether <br />redevelopment would be an effective tool to <br />improve the survey area to help San Leandro <br />maintain a competitive edge in the regional <br />economy. The committee consisted of <br />stakeholders within and around the study <br />area including members of the business <br />community, property owners, bankers, bro- <br />kers and others with development expertise. <br />C. In October of 1997, the committee <br />presented its preliminary report to the coun- <br />cil for consideration. The council approved <br />the committee's recommendation to under- <br />take a series of public outreach meetings and <br />incorporate the concerns and suggestions <br />raised in these meetings into its final report. <br />D. On May 12, 1998, the final report of <br />the citizen advisory committee was present- <br />ed to the council. It recommended that the <br />city, acting as the redevelopment agency, <br />proceed with establishing a redevelopment <br />project area. A redevelopment advisory <br />committee (RAC) was elected in December <br />of 1998 to assist in the redevelopment plan- <br />ning process. <br />E. The selection of project area bounda- <br />ries were guided by: <br />1. Physical and economic conditions in <br />the project area, <br />2.
