On September 10, 1998, the planning <br />commission approved a resolution adopting <br />the preliminary plan for the redevelopment <br />plan in accordance with Section 33324 of <br />the Health and Safety Code. <br />G. On March 1, 1999, a preliminary re- <br />port to affected taxing entities was presented <br />to the redevelopment agency. The report <br />summarized staff's findings regarding con- <br />ditions in the project area (including blight <br />and financial analyses) and contained pro- <br />posed project information as required by <br />law. The redevelopment agency approved <br />the report for distribution to all affected tax- <br />ing entities. (Ord. 99-025 § 101, 1999) <br />3.04.020 General. <br />This is the redevelopment plan for the <br />West San Leandro/MacArthur Boulevard <br />redevelopment project (the "project area") in <br />the city of San Leandro (the "city"), county <br />of Alameda, state of California. The San <br />Leandro redevelopment agency (the "agen- <br />cy") prepared this plan pursuant to the <br />Community Redevelopment Law of the state <br />of California (The "CRL") (Health and Safe- <br />ty Code, Section 33000 et seq.) and all ap- <br />plicable local codes and ordinances. Statuto- <br />ry changes enacted after adoption of this <br />plan, which are applicable to the agency, the <br />project area, or the plan, shall supersede the <br />requirements of the plan, whether or not the <br />plan is formally amended to reflect such <br />changes. <br />The Plan sets forth the agency's powers, <br />duties, and obligations to implement the re- <br />development program for the project area. <br />(San Leandro Redevelopment Agency Supp. No. 2, 12-05) 98 <br />The plan does not constitute a specific plan <br />for the project area or set priorities for spe- <br />cific projects. Rather, the plan provides a <br />framework and process for preparing specif- <br />ic plans, establishing priorities, and propos- <br />ing solutions for specific problem areas. <br />(Ord. 99-025 § 102, 1999) <br />3.04.030 Boundary and legal <br />description. <br />The boundaries of the project area are <br />shown on the redevelopment plan map (the <br />"map") attached as Appendix A and are de- <br />scribed in the legal description of the project <br />area attached as Appendix B. (Ord. 99-025 § <br />201, 1999) <br />3.04.040 Influences on the project <br />area. <br />The project area consists of a total of ap- <br />proximately one thousand forty (1,040) <br />acres divided into two sub -areas: the West <br />San Leandro Sub -Area and the MacArthur <br />Boulevard sub -area. <br />The West San Leandro sub -area consists <br />of approximately one thousand twenty-four <br />(1,024) acres and primarily contains indus- <br />trial and commercial properties. The sub- <br />area encompasses nearly all non-residential <br />properties west of Interstate 880, north of <br />Burroughs Avenue. All properties within the <br />West San Leandro sub -area are predomi- <br />nantly urbanized and none are in agricultural <br />use. A number of structures are older, poorly <br />maintained and inadequate to meet the re- <br />quirements of businesses located in or po- <br />tentially relocating to the area. This is evi- <br />denced by instances of inadequate setbacks, <br />utilities and loading areas; building deterio- <br />ration and dilapidation; faulty additions; <br />outdoor storage and production; and un- <br />derutilized structures. <br />
