The MacArthur Boulevard portion of the <br />project area consists of approximately six- <br />teen (16) acres located along MacArthur <br />Boulevard between Durant Avenue and <br />Joaquin Avenue (including a parcel just <br />south of Joaquin Avenue). Most of the prop- <br />erties are commercially zoned and consist of <br />vacant parcels, older shopping centers, pro- <br />fessional buildings and some newer retail <br />establishments. All properties within the <br />MacArthur Boulevard sub -area are predom- <br />inantly urbanized and none are in agricultur- <br />al use. A number of structures are older, <br />poorly maintained and inadequate to meet <br />the requirements of businesses located in or <br />potentially relocating to the area. This is <br />evidenced by instances of inadequate set- <br />backs, utilities and loading areas; building <br />deterioration and dilapidation; faulty addi- <br />tions; outdoor storage; and underutilized <br />structures. <br />Both sub -areas were selected for rede- <br />velopment because a significant portion of <br />each area is blighted as described above. In <br />addition, both the West San Leandro subarea <br />and the MacArthur Boulevard sub -area are <br />characterized by the existence of inadequate <br />public improvements that limit the use and <br />reuse of properties. These include vehicular <br />circulation problems, parking deficiencies, <br />and deteriorated pavement.
