Chapter 1.12 <br />IMPROVEMENTS <br />Sections: <br />1.12.010 General. <br />1.12.020 <br />Parking facilities. <br />1.12.030 <br />Pedestrian access. <br />1.12.040 <br />Traffic improvements. <br />1.12.050 <br />Bicycle access. <br />1.12.010 General. <br />A. The Plaza 1 redevelopment project <br />includes the construction of certain private <br />and public improvements and the acquisition <br />of property necessary therefor. Plaza 1 rede- <br />velopment project includes the renovation <br />and rehabilitation of existing privately <br />owned structures in accordance with the <br />owner -participation provisions hereinafter <br />set forth. <br />B. Plaza 1 provides for the construction <br />of the following specific public improve- <br />ments under the financing program set forth <br />in Chapter 1.16: <br />1. Improvement and maintenance of <br />public areas; <br />2. Widening of East 14th Street and <br />restriction of vehicular traffic on portions of <br />Washington Avenue, West Estudillo Avenue <br />and West Joaquin Avenue; <br />3. Public plazas; <br />4. Pedestrian malls, including widening <br />on the north side of the mall in the block <br />bounded by West Estudillo Avenue, East <br />14th Street, Washington Avenue, and West <br />Joaquin Avenue; <br />5. Landscaping and lighting of pedes- <br />trian areas and parking areas; installation of <br />public amenities, including kiosks, foun- <br />1.12.010 <br />tains, sculptures, benches, bus shelters and <br />decorative paving. <br />C. Provision shall be made for a gradual <br />transition from primary dependence on pri- <br />vate transportation to primary dependence <br />on public transportation as a means of ac- <br />cess to and departure from the project area. <br />These provisions shall include planned flex- <br />ibility in public and private construction to <br />accommodate later the addition of a transit <br />link between the project area and the Bay <br />Area Rapid Transit Station at Davis Street <br />and San Leandro Boulevard. <br />D. The agency may, as it deems neces- <br />sary to carry out this plan and subject to the <br />consent of the city council and the determi- <br />nations to be made under Heath and Safety <br />Code Section 33445, pay all or part of the <br />value of the land for and the cost or installa- <br />tion and construction of such buildings, fa- <br />cilities, structures, street widenings or other <br />improvements identified in this chapter <br />which are publicly owned, either within or <br />outside the project area, at such locations as <br />determined by the agency in implementing <br />plan. <br />E. When the value of such land or the <br />cost of the installation and construction of <br />such building, facility, structure or other <br />improvement, or both, has been or will be <br />paid for initially by the city or other public <br />corporation, the agency may enter into a <br />contract with the city or other public corpo- <br />ration under which it agrees to reimburse the <br />city or other public corporation for all or <br />part of the value of such land or all or part of <br />the cost of such building, facility, structure <br />or other improvement, or both, by lump <br />sum, partial or periodic payment over a pe- <br />riod of years. <br />F.
