1.12.020 <br />ness of the agency for the purpose of carry- <br />ing out the redevelopment of the project ar- <br />ea, which indebtedness may be made paya- <br />ble out of taxes levied in the project area and <br />allocated to the agency under subdivision (b) <br />of Section 33670 of the Health and Safety <br />Code or out of any other available funds. <br />G. In a case where such land has been or <br />will be acquired by, or the cost of the instal- <br />lation and construction of such building, <br />facility, structure or other improvements has <br />been paid by, a parking authority, joint pow- <br />ers entity or other public corporation to pro- <br />vide a building, facility, structure or other <br />improvement which has been, or will be, <br />leased to the city, such contract may be <br />made with, and such reimbursement may be <br />made payable to the city. (333445) (Plaza 1 <br />redev. plan § 9(A), 1986) <br />1.12.020 Parking facilities. <br />This project will create new public off- <br />street parking spaces located in the areas of <br />greatest need in the project area. The loca- <br />tions of these parking areas are as indicated <br />on Exhibit 1.08.010. (Plaza 1 redev. plan § <br />9(B), 1986) <br />1.12.030 Pedestrian access. <br />A. Improved pedestrian circulation ac- <br />cess involves six types of public improve- <br />ments: <br />1. Public sidewalks and plazas to the <br />rear of existing commercial blocks and adja- <br />cent to off-street parking areas; <br />2. Public sidewalks adjacent to public <br />streets; <br />3. Arcades, fountains, benches, land- <br />scaping and other amenities on principal <br />sidewalks wherever they exist; <br />(San Leandro Redevelopment Agency Supp. No. 2, 12-05) 12 <br />4. Public crossblock malls to connect <br />off-street parking areas to commercial <br />frontages; <br />5. Major public malls, plazas and other <br />landscaped open spaces associated with new <br />commercial developments; <br />6. Provision for safe, convenient, and <br />unassisted movement of physically handi- <br />capped persons. <br />B. All buildings with direct access to an <br />off-street parking area will be required to <br />provide private customer and employee en- <br />trances to said parking area in conjunction <br />with private rehabilitation work. <br />C. The agency may grant an exception <br />to this provision if the property owner or <br />occupant demonstrates that compliance with <br />the requirement would result in extreme dif- <br />ficulty and unnecessary hardship to the <br />owner or lessee and would fail to service the <br />purposes of this section. <br />D. The emphasis on better pedestrian <br />access will be on appearance as well as con- <br />venience. The specific objective is the crea- <br />tion of a pleasant pedestrian environment <br />separate and distinct, to the greatest extent <br />possible, from automobile and truck traffic. <br />E. The locations of pedestrian malls, <br />plazas and public open spaces are as indicat- <br />ed on Exhibit 1.08.010. (Plaza 1 redev. plan <br />§ 9(C), 1986) <br />1.12.040 Traffic improvements. <br />This project provides for the widening of <br />portions of East 14th Street and the modifi- <br />cation of portions of West Estudillo Avenue, <br />West Joaquin Avenue, Hays Street and <br />Washington Avenue. Provisions will be <br />made for future development and expansion <br />of public transportation systems and for <br />eliminating conflicts in movement of private <br />and public transportation vehicles. <br />
