Additionally, the plan provides for wid- <br />ening and changing Hays Street from a one- <br />way street to a two-way street and making <br />related changes to traffic signals within and <br />adjacent to the project area, and widening <br />portions of Davis Street and West Juana Av- <br />enue. <br />Since the inception of the plan in 1960, <br />several public streets have been modified to <br />restrict vehicular movements to minimize or <br />preclude the use thereof by vehicular traffic <br />which has destinations other than in the pro- <br />ject area. Washington Avenue between Da- <br />vis Street and West Estudillo Avenue, one- <br />way northbound, provides access to off- <br />street parking and no longer intersects Davis <br />Street. A traffic diversion barrier has been <br />installed in Washington Avenue between <br />West Juana and West Joaquin Avenues <br />which precludes the through movement of <br />two-way traffic resulting in a dispersal of <br />traffic into adjacent public parking areas <br />serving adjoining commercial uses. The <br />traveled way or usable width of West <br />Joaquin Avenue between East 14th and <br />Hays Streets has been effectively reduced to <br />accommodate one-way traffic and diagonal <br />parking thus restricting east -west vehicular <br />movement on portions of this street. <br />The parking, loading/delivery and street <br />system delineated on the land utilization <br />plan, Exhibit 1.08.010, reflects the continua- <br />tion or furtherance of an already established <br />plan objective of discouraging the use of <br />streets within the core of the project area by <br />vehicular traffic which has destinations <br />elsewhere to minimize or preclude the po- <br />tential for conflict between the two different <br />types of traffic within the project. To pro- <br />vide for the proper utilization of property to <br />be redeveloped, provide improved access, <br />parking and traffic circulation, and to pre- <br />1.12.050 <br />clude through movement of vehicular traffic <br />from the core of the project area, West Estu- <br />dillo and West Joaquin Avenues between the <br />westerly right-of-way line of Washington <br />Avenue and the easterly right-of-way line of <br />Hays Street may be vacated. A small section <br />of Washington Avenue, approximately one- <br />half block in length southerly of Davis <br />Street and northerly of West Estudillo Ave- <br />nue, may also be vacated. (Plaza 1 redev. <br />plan § 9(D), 1986) <br />1.12.050 Bicycle access. <br />Bicycle routes planned for portions of <br />West Estudillo, West Joaquin and Washing- <br />ton Avenues in the project area and affected <br />by this plan will be rerouted as necessary to <br />the perimeter of the project area to permit <br />continuation of east -west bicycle travel. Bi- <br />cyclists will have access to and parking fa- <br />cilities in the project area.
