APPENDIX C PROPOSED PUBLIC IMPROVEMENTS AND FACILITIES PROJECTS The public improvements and facilities projects for the West San Leandro/MacArthur Boulevard Redevelop- ment Project Area are as follows: 1. Infrastructure Improvements - These programs are intended to ensure that ade- quate infrastructure is installed and available for business retention and development and to reduce tensions between industrial and residential uses. These programs are ex- pected to help eliminate economic blight by improving depreciated property values. They are also expected to encourage rein- vestment in properties (reducing the physi- cal conditions of blight) and reduce residen- tial opposition to the siting of new business- es. a. Storm Drains—Targeted Upgrades (including laterals) and Replacement of Worn -Out Facilities as Needed. This pro- gram is intended to supplement rather than substitute for the City's regular capital im- provement program. It should be used on a project -by -project basis to help attract and retain business within the Redevelopment Area.
