Infrastructure Improvements - These <br />programs are intended to ensure that ade- <br />quate infrastructure is installed and available <br />for business retention and development and <br />to reduce tensions between industrial and <br />residential uses. These programs are ex- <br />pected to help eliminate economic blight by <br />improving depreciated property values. <br />They are also expected to encourage rein- <br />vestment in properties (reducing the physi- <br />cal conditions of blight) and reduce residen- <br />tial opposition to the siting of new business- <br />es. <br />a. Storm Drains—Targeted Upgrades <br />(including laterals) and Replacement of <br />Worn -Out Facilities as Needed. This pro- <br />gram is intended to supplement rather than <br />substitute for the City's regular capital im- <br />provement program. It should be used on a <br />project -by -project basis to help attract and <br />retain business within the Redevelopment <br />Area. <br />
