b. Sewer System—Targeted Replace- <br />ment of Worn -Out Facilities (including lat- <br />erals). This program is intended to supple- <br />ment rather than substitute for the City's <br />regular capital improvement program. It <br />should be used on a project -by -project basis <br />to help attract and retain business within the <br />Redevelopment Area. <br />c. Road Improvements <br />i. Westgate Parkway/880 Overpass <br />Expansion—Assist with land assembly and <br />right-of-way acquisition as needed. <br />ii. Neptune Road/Polvorosa Exten- <br />sion—Assist with land assembly, right-of- <br />way acquisition and feasibility work as <br />needed. <br />iii. Truck Routes—Evaluate and update <br />planned truck routes to lessen impacts on <br />residential areas. <br />iv. Bicycle Network—Help extend the <br />bicycle network where it connects with the <br />Project Area. Include a bike lane adjacent to <br />580 along MacArthur. <br />v. MacArthur/Dutton—Add a north- <br />bound turn -pocket on MacArthur at Dutton. <br />vi. Eden Road Extension—Assist with <br />land assembly and right-of-way acquisition <br />as needed to connect Eden Road with Davis <br />Street. <br />vii. Aurora Drive Cul-de-sac—Assist <br />with installation of a cul-de-sac on Aurora <br />Road north of Williams Street. <br />d. Off -Street Parking—establish more <br />off-street parking <br />e. Noise Mitigation—Develop program <br />to install noise attenuation facilities as need- <br />ed. <br />f. Increase Recreational Opportunities <br />for Youth <br />g. Ensure Adequate Fiber -Optic Ca- <br />pacity <br />U U M IX11 <br />2. Gateway/Streetscape Improve- <br />ments—These programs are intended to es- <br />tablish gateways into distinct areas of the <br />community and improve streetscapes to help <br />establish a clear identity and market for <br />business growth. It is also intended that the <br />Agency will use its best efforts to coordinate <br />these programs with other streetscape pro- <br />grams for adjoining areas to integrate such <br />programs into a larger planning context. <br />This activity is expected to help eliminate <br />physical blight by encouraging property <br />owner reinvestment in the area, but it is not <br />intended to require the expenditure of rede- <br />velopment funds outside the project area. <br />This investment will in turn help reduce <br />economic blight by improving depreciated <br />property values. <br />a. Doolittle Gateway and Master <br />Streetscape Plan—Assist with development <br />of construction plans for the Doolittle Gate- <br />way and help fund expansion of the airport <br />gateway improvements. Also, complete a <br />Master Streetscape Plan for the Doolittle <br />Corridor between the Airport and Marina <br />Boulevard. <br />b. Marina/Doolittle Streetscape Plan <br />Fund a streetscape plan to create an entry <br />statement for the Marina and Marina Con- <br />ference Center at the corner of Marina and <br />Doolittle. <br />c. Master Streetscape and Gateway <br />Plan for MacArthur (from Grand Avenue to <br />Oakland) — Work with the MacArthur- <br />Estudillo Gateway Association, property and <br />business owners and other interest groups to <br />develop and implement a Master Streetscape <br />and Gateway Plan for traffic calming, im- <br />proved parking and aesthetic enhancements <br />(including creek renovation) along the <br />MacArthur Corridor.
