Division II <br />PLAZA 2 REDEVELOPMENT PLAN <br />Chapter 1.24 <br />GENERAL PROVISIONS <br />Sections: <br />general plan. <br />1.24.010 <br />Introduction. <br />1.24.020 <br />Project area boundaries <br />1.24.090 <br />and description. <br />1.24.030 <br />Purpose of redevelopment <br />1.24.110 <br />project. <br />1.24.040 <br />Population densities and <br />building intensities. <br />1.24.050 <br />Housing—Replacement <br />1.24.060 <br />Conformance with <br />amendment. <br />1.24.010 Introduction. <br />The Community Redevelopment Law of <br />the state of California (Health and Safety <br />Code Section 33000 et seq.) enables a local <br />government to adopt a redevelopment plan <br />for an area of the community when it deter- <br />mines that the physical, social or economic <br />conditions of that area are such that they <br />constitute blight or blighting influences (as <br />defined by the Redevelopment Law) which <br />neither the public nor private sectors, acting <br />alone, can overcome. <br />The definitions of "blight" cover a broad <br />range of physical, social and economic char- <br />acteristics that adversely impact on a neigh- <br />1.24.010 <br />bor hood or community. Examples of such <br />conditions would include deteriorating or <br />insufficient public infrastructure or public <br />facilities, irregular or fragmented parceliza- <br />tion, inappropriate or mixed land uses, and <br />detrimental economic conditions. <br />The city of San Leandro first established <br />a redevelopment project in 1960 to deal with <br />the inadequacies, deterioration and obsoles- <br />cence of public and private buildings and <br />facilities in the heart of the community. The <br />location of this redevelopment project area, <br />originally designated as the Downtown Pla- <br />za redevelopment project area and now <br />known as the Plaza 1 redevelopment project <br />area, is shown on Exhibit 1.24.010(A). <br />As noted in the Plaza 1 redevelopment <br />plan, the intent of the redevelopment project <br />was to "promote and protect the sound rede- <br />velopment of the project area and the result- <br />ing general welfare of the city of San <br />Leandro." This was to be accomplished in <br />part by direct actions of the redevelopment <br />agency to improve and expand parking and <br />to develop new public facilities and public <br />open spaces. These public actions would in <br />turn create incentives for private rehabilita- <br />tion, modernization and new development, <br />all in accordance with agency rules and pro- <br />cedures intended to expedite such private <br />actions. <br />In 1967 the city established the Plaza 2 <br />redevelopment project area. This original <br />Plaza 2 redevelopment project area was <br />augmented by the addition of certain territo- <br />ry in 1974. The added area included the <br />BART parking lot, Lincoln School site, Casa <br />Peralta and the southeast corner of Davis <br />and Clark Streets.
