While the private investment and new <br />development of public improvements envi- <br />sioned in the Plaza 1 plan have been largely <br />realized, and many of the additional im- <br />provements slated for the Plaza 2 area are <br />underway, the redevelopment agency has <br />proposed this eighth amendment of the Plaza <br />2 redevelopment plan. The amendment, <br />which is contained in this document, adds <br />the territory noted above (Expansion Areas <br />A, B, C and D), identifies various improve- <br />ments and developments to be undertaken <br />within these areas, and stipulates the agen- <br />cy's financing powers and expenditure limi- <br />tations. <br />This amended Plaza 2 redevelopment <br />plan incorporates and supersedes all previ- <br />ous versions of the Plaza 2 redevelopment <br />plan. (Plaza 2 redev. plan § 1, 1988) <br />The Plaza 2 redevelopment plan has been <br />amended several times -over the years, to <br />add more territory to the project area and to <br />revise and update the content of the plan. <br />The lands subsequently added to Area 1 are <br />identified as Areas 2, 3 and 4 on Exhibit <br />1.24.010(B). The territory to be added to the <br />Plaza 2 project area by this proposed plan <br />amendment is identified as Expansion Areas <br />A, B, C and D (which together constitute <br />Area 5 and is shown on Exhibit 1.24.010(B). <br />The specific city council actions to date <br />adopting and amending the Plaza 2 redevel- <br />opment plan are as follows: <br />Plan Adop- Ord. No.86-039, De - <br />tion: <br />cember 15, 1986* <br />* Pursuant to Statutes 1985, Chapter 639, <br />the city council, as the legislative body, was <br />required to modify the redevelopment plan <br />to establish limits on tax increment, bonds, <br />advances and indebtedness, and the exercise <br />of eminent domain. The city council com- <br />plied with the requirement by approving an <br />urgency measure identified as Ordinance <br />No. 86-039, adopted December 15, 1986. <br />1.24.020 Project area boundaries and <br />description. <br />The legal description of the Plaza 2 rede- <br />velopment project area, which includes the <br />previously approved Areas 1, 2, 3 and 4 and <br />the currently proposed Area 5 (Expansion <br />Areas A, B, C and D), is contained in Ap- <br />pendix A of this division. <br />The Expansion Areas A, B, C and D that <br />make up Area 5 are generally described as <br />follows: <br />Expansion Area A is located along both <br />sides of San Leandro Boulevard, between <br />Davis Street and San Leandro Creek. The <br />structures located along the east side of San <br />Leandro Boulevard are being purchased by <br />the city as a part of its San Leandro Boule- <br />vard and Davis Street widening and upgrad- <br />ing projects.
