The redevelopment agency intends to <br />purchase the residual portions of these par- <br />cels from the city (and add them to the adja- <br />cent former city corporation yard site [in- <br />cluded in a previous amendment to the Plaza <br />2 plan]), which is eventually to be redevel- <br />oped. <br />Several of the structures along the west <br />side of San Leandro Boulevard are deterio- <br />rating or functionally obsolete. Also, several <br />residential uses still exist in the area, inap- <br />propriately intermixed with commercial and <br />light industrial uses. The intent of the plan is <br />to cause this area to be redeveloped for <br />commercial or light industrial uses. <br />The remaining portion of Expansion Ar- <br />ea A includes the lands of the Union Pacif- <br />ic/Western Pacific Railroad right-of-way <br />north of Davis Street, which is the site of the <br />railroad's public loading dock and the ele- <br />vated BART tracks. The agency plans the <br />development of a public parking lot and ac- <br />cess driveways in this area to serve the load- <br />ing dock and the redeveloped properties <br />fronting on the west side of San Leandro <br />Boulevard. <br />Expansion Area B is that area situated <br />west of BART's San Leandro station and is <br />bounded generally by West Estudillo Ave- <br />nue on the north, Martinez Street and the <br />Union (Western) Pacific Railroad on the <br />east, Williams Street on the south, and Al- <br />varado Street and the Southern Pacific Rail- <br />road on the west. The major portion of this <br />area, north of Thornton Street, contains sev- <br />eral deteriorating former Del Monte food <br />processing buildings now used for general <br />warehousing and storage. Clearance and <br />redevelopment of this area with predomi- <br />nately office uses is envisioned by the agen- <br />cy. <br />(San Leandro Redevelopment Agency Supp. No. 2, 12-05) 24 <br />The portion of the area south of Thornton <br />Street contains a mix of deteriorating and <br />vacant buildings intended for light industri- <br />al, warehouse and office uses. The area west <br />of the Southern Pacific right-of-way is ear- <br />marked for redevelopment as a business <br />park, while the uses east of the railroad <br />right-of-way may be selectively redeveloped <br />with a business park or light industrial uses. <br />Expansion Area C is the area along the <br />north and south sides of Davis Street, west <br />of Orchard Avenue. This area extends west <br />to Wainwright Avenue, which is the general <br />limits of the commercial uses along this por- <br />tion of Davis Street. Most of the commercial <br />uses along the north side of Davis Street are <br />of marginal quality, economically and phys- <br />ically. This area is generally envisioned to <br />be redeveloped with commercial uses. <br />The properties along the south side of <br />Davis Street were included as a part of the <br />Davis Street Gateway project, a major thor- <br />oughfare widening and upgrading project. <br />Also, an assisted senior housing project is to <br />be developed along the south side of Davis <br />Street, between Orchard and Wayne Ave- <br />nues. <br />Expansion Area D is located west of In- <br />terstate 880 on the north side of Davis <br />Street, between Warden Avenue and the <br />eastern edge of the Southern Pacific Rail- <br />road right-of-way. This area is characterized <br />by a mix of heavy commercial and industrial <br />uses (including the Lasley Truck Stop), a <br />truck farm and a single-family home adja- <br />cent to Phillips Lane, a twenty (20) foot <br />wide unimproved private access road. This <br />area suffers from an inappropriate mix of <br />uses, inadequate access and circulation, im- <br />proper parcelization and deteriorating and <br />dilapidated structures.
