1.32.010 General. <br />A. This redevelopment plan includes the <br />construction of certain public improvements <br />and the acquisition of property necessary <br />therefor. This work shall include the renova- <br />tion and rehabilitation of existing privately - <br />owned structures in accordance with the <br />owner participation provisions hereinafter <br />set forth and the acquisition of privately <br />owned property where the assembly of such <br />property under unified control is necessary <br />to implement this plan. <br />B. The following general types of public <br />improvements are planned to be undertaken <br />as a part of this project: <br />1. Improvement of pedestrian malls and <br />pedestrian plazas; <br />2. Improvement and maintenance of <br />public parking areas, access thereto and con- <br />struction of parking structures; <br />3. Landscaping and lighting of pedes- <br />trian areas and parking areas, and installa- <br />tion of street and mall furniture, including <br />kiosks, fountains, sculptures, benches, bus <br />shelters and construction of decorative pav- <br />ing; <br />4. Installation of decorative street light- <br />ing on commercial frontages; <br />5. Widening of and related improve- <br />ments to, including conversion of aerial util- <br />ities systems to underground systems, por- <br />tions of streets providing direct access to the <br />project area; <br />6. Development of a public transporta- <br />tion link between the BART station and the <br />Plaza 1 redevelopment project area; <br />7. Construction of a pedestrian over - <br />crossing between the BART parking lot and <br />the BART station; and <br />8. Assemble land, provide relocation <br />assistance, remove improvements, perform <br />soils tests, undertake soil and groundwater <br />1.32.010 <br />decontamination activities, and develop or <br />market acquired properties for residential <br />and non-residential uses in accordance with <br />the plan. <br />C. The agency may, as it deems neces- <br />sary to carry out this plan and subject to the <br />consent of the city council and the determi- <br />nations to be made under provisions con- <br />tained in Community Redevelopment Law <br />Section 33445, pay all or part of the value of <br />the land for and the cost of installation and <br />construction of such buildings, facilities, <br />structures, street widenings, or other im- <br />provements identified in this chapter which <br />are publicly owned, either within or outside <br />the project area, at such locations as deter- <br />mined by the agency in implementing this <br />plan. <br />D. When the value of such land or the <br />cost of the installation and construction of <br />such building, facility, structure or other <br />improvement, or both, has been or will be <br />paid for initially by the city or other public <br />corporation, the agency may enter into a <br />contract with the city or other public corpo- <br />ration under which it agrees to reimburse the <br />city or other public corporation for all or <br />part of the value of such land or all or part of <br />the cost of such building, facility, structure <br />or other improvement, or both, lump sum, <br />partial or periodic payment over a period of <br />years. <br />E. The obligation of the agency, under <br />such contract, shall constitute an indebted- <br />ness of the agency for the purpose of carry- <br />ing out the redevelopment of the project ar- <br />ea, which indebtedness may be made paya- <br />ble out of taxes levied in the project area and <br />allocated to the agency under subdivision (b) <br />of Section 33670 of the Health and Safety <br />Code or out of any other available funds. <br />43 (San Leandro Redevelopment Agency Supp. No. 2, 12-05) <br />
