1.32.020 <br />F. In a case where such land has been or <br />will be acquired by, or the cost of the instal- <br />lation and construction of such building, <br />facility, structure or other improvements has <br />been paid by a parking authority, joint pow- <br />ers entity or other public corporation to pro- <br />vide a building, facility, structure or other <br />improvement which has been, or will be, <br />leased to the city, such contract may be <br />made with, and such reimbursement may be <br />made payable to the city. (Plaza 2 redev. <br />plan § 10(A), 1988) <br />1.32.020 Parking facilities. <br />This plan will create new public off- <br />street parking spaces located in the areas of <br />greatest need in the project area. The loca- <br />tions of these parking areas are as indicated <br />on the land utilization plan, Exhibit <br />1.28.020, or the parking and open space <br />plan, Exhibit 1.28.030. (Plaza 2 redev. plan <br />§ 10(B), 1988) <br />1.32.030 Pedestrian access. <br />A. The plan provides for improved pe- <br />destrian access from public transportation <br />terminals, residential development within <br />the project area and parking areas to shops <br />and offices, and involves the following types <br />of public improvements: <br />1. Public sidewalks and plazas to the <br />rear of existing commercial blocks and adja- <br />cent to off-street parking areas; <br />2. Public sidewalks adjacent to public <br />streets; <br />3. Arcades, fountains, benches, land- <br />scaping and other amenities on principal <br />sidewalks as appropriate; <br />4. Public crossblock malls to connect <br />off-street parking areas to commercial <br />frontages; <br />(San Leandro Redevelopment Agency Supp. No. 2, 12-05) 44 <br />5. Provisions for safe, convenient and <br />unassisted movement of physically handi- <br />capped persons; and <br />6. Elevated pedestrian crossings where <br />surface traffic makes pedestrian crossings at <br />street level hazardous or otherwise inappro- <br />priate. <br />B. All buildings with direct access to an <br />off-street parking area will be required to <br />provide private customer and employee en- <br />trances to said parking area in conjunction <br />with private rehabilitation work. The agency <br />may grant an exception to this provision if <br />the property owner or lessee demonstrates <br />that compliance with the requirement would <br />result in extreme difficulty and unnecessary <br />hardship to the owner or lessee and would <br />fail to serve the purposes of this section. <br />C. The emphasis on better pedestrian <br />access will be on appearance as well as con- <br />venience. The specific objective is the crea- <br />tion of a pleasant environment, separate and <br />distinct, to the greatest extent possible, from <br />automobile and truck traffic. <br />D. The locations of pedestrian malls and <br />plazas and public open spaces are as indicat- <br />ed on the parking and open space plan, Ex- <br />hibit 1.28.030. (Plaza 2 redev. plan § 10(C), <br />1988) <br />1.32.040 Traffic improvement. <br />A. The widening of and related im- <br />provements to portions of East 14th, Davis <br />and Hays Streets, Callan, Juana/West Juana <br />Avenues and other streets in the Project Ar- <br />ea are necessary to facilitate traffic circula- <br />tion within said area. The widening of and <br />related improvements to portions of Davis <br />Street west of Carpentier Street to the Nim- <br />itz Freeway, and San Leandro Boulevard <br />from Davis Street to San Leandro Creek, are <br />also provided for in this plan.
