Chapter 2.04 <br />INTRODUCTORY PROVISIONS AND <br />DEFINITIONS* <br />Sections: <br />2.04.010 <br />Introduction. <br />2.04.020 <br />Purposes and objectives. <br />2.04.030 <br />General definitions. <br />2.04.040 <br />Project area boundaries. <br />2.04.050 <br />Proposed development <br />actions. <br />2.04.010 Introduction. <br />The redevelopment plan for the Alameda <br />County/City of San Leandro redevelopment <br />project consists of this title, the redevelop- <br />ment project area map (Attachment A), the <br />land use map (Attachment B), the legal de- <br />scription of the project area boundary (At- <br />tachment C), and the list of public improve- <br />ment projects (Attachment D). The county <br />of Alameda and city of San Leandro are co- <br />operating in this joint effort to upgrade the <br />selected project area. (Ord. 93-012 § 100, <br />1993) <br />2.04.020 Purposes and objectives. <br />A. The purpose and objectives of this <br />redevelopment plan are to eliminate the <br />conditions of blight existing in the project <br />area and to prevent the recurrence of blight- <br />ing conditions in the project area. The agen- <br />cy, with the active efforts of the county, <br />proposes to eliminate such conditions and <br />prevent their recurrence by providing, pur- <br />suant to this plan, for the planning, devel- <br />opment, replanning, redesign, clearance, <br />redevelopment, reconstruction and rehabili- <br />tation of the project area and by providing <br />for such structures and spaces as may be <br />WORIM, <br />appropriate or necessary in the interest of <br />the general welfare, including, without limi- <br />tation, recreational and other facilities inci- <br />dental or appurtenant to them. The agency <br />further proposes to eliminate the conditions <br />of blight existing in the project area and pre- <br />vent their recurrence by providing for the <br />alteration, improvement, modernization, <br />reconstruction or rehabilitation of existing <br />structures in the project area and by provid- <br />ing for open space types of uses, public and <br />private buildings, structures, facilities, and <br />improvements. The agency further proposes <br />to eliminate such conditions and prevent <br />their recurrence by providing for the replan- <br />ning or redesign or development of undevel- <br />oped areas. The agency proposes to: <br />1. Encourage employment opportunities <br />through environmental and economic im- <br />provements resulting from the redevelop- <br />ment activities. <br />2. Provide for the rehabilitation of <br />commercial structures and residential dwell- <br />ing units. <br />3. Provide for participation in the rede- <br />velopment of property in the project area by <br />owners who agree to so participate in con- <br />formity with this redevelopment plan. <br />4. Provide for the management of prop- <br />erty owned or acquired by the agency. <br />5. Provide relocation assistance where <br />agency activities result in displacement. <br />6. Provide public infrastructure im- <br />provements and community facilities, such <br />as the installation, construction and/or re- <br />construction of streets, utilities, public build- <br />ings, facilities, structures, street lighting, <br />landscaping and other improvements which <br />are necessary far the effective redevelop- <br />ment of the project area. <br />7.
