1 A IX11 <br />8. Acquire real property and encourage <br />consolidation of parcels. <br />9. Dispose of real property acquired by <br />the agency in the project area except proper- <br />ty conveyed to it by the city or county. <br />10. Encourage the redevelopment of the <br />project area through the cooperation of pri- <br />vate enterprise and public agencies. In the <br />unincorporated sections of the project area. <br />The county will be the lead entity in imple- <br />menting all projects and programs in this <br />redevelopment plan. <br />B. The project area contains a substan- <br />tial area within the city's boundaries and a <br />substantial area in the unincorporated coun- <br />ty. Both the city and county portions of the <br />project area are characterized by significant <br />blighting conditions that require substantial <br />redevelopment efforts by the agency. It is <br />intended that the agency will perform its <br />activities in a manner that will promote the <br />goals of the city general plan and other city <br />policies within the city portion of the project <br />area, and that promote the goals of the coun- <br />ty general plan, pending Ashland Cherryland <br />business district specific plan and other <br />county policies within the unincorporated <br />portion of the project area. It is further in- <br />tended that the agency will devote equal <br />budgetary staff, and policy resources to the <br />city portion and the unincorporated portion <br />of the project area over the life of the plan <br />and over discrete implementation periods <br />(e.g. three year planning periods). (Ord. 93- <br />012 § 101, 1993) <br />2.04.030 General definitions. <br />The following references will be used <br />generally in this plan unless the context oth- <br />erwise requires: <br />"Agency" means, with the exception set <br />forth in the following sentence, the city of <br />(San Leandro Redevelopment Agency Supp. No. 3, 7-10) 66 <br />San Leandro Redevelopment Agency for the <br />portion of the project area within the city of <br />San Leandro and the Alameda County Re- <br />development Agency for the portion of the <br />project area within the unincorporated terri- <br />tory of the county of Alameda. For purposes <br />of Section 2.32.020 (Tax Increments), <br />"Agency" means the city of San Leandro <br />Redevelopment Agency for the entire pro- <br />ject area (subject to sharing of tax incre- <br />ments with the Alameda County Redevel- <br />opment Agency in accordance with any sep- <br />arate agreement between the city of San <br />Leandro Redevelopment Agency and the <br />Alameda County Redevelopment Agency). <br />"Agency board" means the governing <br />body of the San Leandro Redevelopment <br />Agency for the portion of the project area <br />that is within the city of San Leandro and <br />the board of directors of the Alameda Coun- <br />ty Redevelopment Agency for the portion of <br />the project area that is within the unincorpo- <br />rated territory of Alameda County. <br />"Board of supervisors" means the board <br />of supervisors of the county of Alameda. <br />"Bonds" means bonds, notes, interim <br />certificates, debentures, or other obligations. <br />"City" means the city of San Leandro, <br />California. <br />"City council" means the city council of <br />the city of San Leandro, California. <br />"Community" means the city of San <br />Leandro for the portion of the project area <br />that is within the city of San Leandro and <br />the county of Alameda for the portion of the <br />project area that is within the unincorporated <br />territory of the county of Alameda. <br />"County" means the county of Alameda, <br />California. <br />"Development code" means the devel- <br />opment code of the city of San Leandro or <br />
