Alameda County as it now exists or may <br />hereafter be amended. <br />"Family" has the same meaning as speci- <br />fied in the State Relocation Guidelines, Sec- <br />tion 6008, Definitions. <br />"General plan" means (1) with respect to <br />the city portion of the project area, the gen- <br />eral plan of the city or San Leandro as <br />amended from time to time, and (2) with <br />respect to the unincorporated portion of the <br />project area, the general plan of the county <br />of Alameda and any area plan or specific <br />plan applicable to the unincorporated por- <br />tion, each as in effect from time to time. <br />"General plans" means, collectively, the <br />general plans described above. <br />"Map" means the map for the redevel- <br />opment project area, as set forth in Attach- <br />ment A of this plan. <br />"Person" means any individual, or any <br />public or private entity. <br />"Plan" means the redevelopment plan for <br />the redevelopment project. <br />"Planning commission" means the plan- <br />ning commission of the city of San Leandro <br />for the portion of the project area that is <br />within the city of San Leandro and the Ala- <br />meda County planning commission for the <br />portion of the project area that is within the <br />unincorporated territory of Alameda County. <br />"Project area" means the area included <br />within the boundaries of the project, as <br />shown on the map (Attachment A) and more <br />particularly described in the legal descrip- <br />tion of the project area contained in Attach- <br />ment C. <br />"Redevelopment Law" means the Com- <br />munity Redevelopment Law of the state of <br />California (California Health and Safety <br />Code, Section 33000 et seq.). <br />►W121 IKE <br />"State" means the state of California. <br />(Ord. 2001-13 § 2 (part), 2001; Ord. 93-012 <br />§ 200, 1993) <br />2.04.040 Project area boundaries. <br />The boundaries of the project area are <br />illustrated in the map contained in Attach- <br />ment A. The legal description of the bounda- <br />ries of the project area are as set forth in At- <br />tachment C, attached hereto. (Ord. 93-012 § <br />300, 1993) <br />2.04.050 Proposed development <br />actions. <br />A. General. The agency, working with <br />county, proposes to eliminate and prevent <br />the spread of blight in the project area by: <br />1. Installation, construction, reconstruc- <br />tion, redesign, or reuse of streets, utilities, <br />curbs, gutters, sidewalks, street lighting, <br />landscaping, and other public improve- <br />ments; <br />2. In appropriate cases, rehabilitation of <br />structures and improvements or develop- <br />ment of vacant land by present owners, their <br />successors and the agency/county for uses in <br />accordance with this plan; <br />3. Redevelopment of land by private <br />enterprise or public agencies for uses in ac- <br />cordance with this plan; <br />4. Construction and improvement of <br />recreational facilities, community facilities, <br />parking facilities and other public facilities; <br />5. Acquisition, construction or rehabili- <br />tation of housing for low and moderate - <br />income families, seniors and handicapped <br />individuals; encourage rehabilitated and new <br />market rate housing; <br />6.
