<br />may be revised from time to time, in order to
<br />maintain conformance of this plan with the

<br />2.28.020 Public rights-of-way.
<br />The public street system in the project
<br />area shall be developed in accordance with
<br />the general plan of the city and county, as
<br />amended from time to time, and street de-
<br />sign standards as adopted by the city council
<br />or county.
<br />Streets and alleys may be widened, al-
<br />tered, abandoned, repaired, or closed as nec-
<br />essary for property development of the pro -
<br />j ect.
<br />It is contemplated that the agency will
<br />construct, or aid in the construction of, cer-
<br />tain streets designed in the plan which are
<br />not now constructed or which may require
<br />further widening or improvement. The pub-
<br />lic rights-of-way may be used for vehicular
<br />and/or pedestrian traffic, as well as for pub-
<br />lic improvements, public and private utili-
<br />ties, and activities typically found in public
<br />rights-of-way. In addition, all necessary
<br />easements for public uses, public facilities,
<br />and public utilities may be retained or erect-

<br />2.28.030 Other public uses.
<br />Parking, open space, public and semi-
<br />public uses may be interspersed, with other
<br />uses in any area. (Ord. 93-012 § 504, 1993)
<br />2.28.040 Other public, semi-public,
<br />institutional and nonprofit
<br />uses.
<br />In any area the agency is authorized to
<br />permit the maintenance, establishment or
<br />enlargement of public, semi-public, institu-
<br />tional or nonprofit uses, including park and
<br />recreational facilities, parking facilities, li-

<br />braries, educational, fraternal, employee,
<br />philanthropic, and charitable institutions,
<br />utilities, multi -model transit facilities, and
<br />facilities of other similar purposes, associa-
<br />tions or organizations. All such uses shall
<br />conform so far as possible to the provisions
<br />of this plan applicable to the uses in the spe-
<br />cific area involved. The agency may impose
<br />such other reasonable restrictions as are nec-
<br />essary to protect the development and uses
<br />in the project area. (Ord. 93-012 § 505,

<br />2.28.050 General controls and
<br />limitations.
<br />All real property in the project area is
<br />made subject to the controls and limitations
<br />of this plan. No real property shall be devel-
<br />oped, rehabilitated. or otherwise changed
<br />after the date of the adoption of this plan,
<br />except in conforming with the provisions of
<br />this plan. The agency reserves the right to
<br />condition any development which requires a
<br />building permit with such conditions as to
<br />make the proposed development consistent
<br />with the overall purposes of this plan. The
<br />type, size, height, number, and use of build-
<br />ings within the project area shall be con-
<br />trolled by applicable city and county plan-
<br />ning and development codes consistent with
<br />general plans, as amended from time to

<br />2.28.060 New construction.
<br />Except as otherwise permitted or re-
<br />quired by the agency all new construction
<br />shall comply with all applicable state and
<br />local laws and regulations pertaining thereto
<br />as amended from time to time, including
<br />without limitation the building, electrical,
<br />energy, heating and ventilating, housing and
<br />plumbing codes of the city and county and
