supersede any other approval required under <br />city or county codes and ordinances. In the <br />unincorporated, the county shall provide the <br />agency with direction on such matters per- <br />taining to minor variances. (Ord. 93-012 § <br />519, 1993) <br />2.28.190 Consistency with the general <br />plans and development <br />code. <br />All development within the project area <br />shall be consistent with the general plans <br />and development codes of the city and coun- <br />ty, as amended from time to time. (Ord. 93- <br />012 §520,1993) <br />2.28.200 Design for development. <br />Within the limits, restrictions, and con- <br />trols established in the plan, the agency may <br />establish traffic circulation, traffic access, <br />and other development controls necessary <br />for proper development of both private and <br />public. areas within the project area. <br />New improvements in this area shall be <br />reviewed in accordance with all of the city's <br />and county's development codes, building, <br />planning and environmental ordinances, <br />rules, regulations and requirements. The <br />agency's review and approval of develop- <br />ment within the project area shall be under- <br />taken in accordance with guidelines and <br />procedures adopted from time to time by the <br />agency but will basically rely upon the city's <br />and county's design and development pro- <br />cess except for projects receiving agency <br />financial assistance or agreements. (Ord. 93- <br />012 §521,1993) <br />2.28.210 Building permits. <br />The county and city shall continue to is- <br />sue permits for the construction of new <br />buildings and for construction on existing <br />W -ALM, <br />building in the project area from the date of <br />adoption of this plan. Where a proposed pro- <br />ject is in the redevelopment area, the agency <br />staff shall participate in the county or city <br />normal permit process. In the case of proper- <br />ty which is the subject of a disposition and <br />development or participation agreement with <br />the agency, and any other property in the <br />discretion of the agency, agency shall re- <br />view any application for a permit prior to <br />acting on any agreement. Any such project <br />approved by the agency must be in con- <br />formance with the provisions of this plan <br />and any applicable disposition and devel- <br />opment agreement or owner participation <br />agreement.
