(Ord. 93-012 § 519, 1993) 2.28.190 Consistency with the general plans and development code. All development within the project area shall be consistent with the general plans and development codes of the city and coun- ty, as amended from time to time. (Ord. 93- 012 §520,1993) 2.28.200 Design for development. Within the limits, restrictions, and con- trols established in the plan, the agency may establish traffic circulation, traffic access, and other development controls necessary for proper development of both private and public. areas within the project area. New improvements in this area shall be reviewed in accordance with all of the city's and county's development codes, building, planning and environmental ordinances, rules, regulations and requirements. The agency's review and approval of develop- ment within the project area shall be under- taken in accordance with guidelines and procedures adopted from time to time by the agency but will basically rely upon the city's and county's design and development pro- cess except for projects receiving agency financial assistance or agreements. (Ord. 93- 012 §521,1993) 2.28.210 Building permits. The county and city shall continue to is- sue permits for the construction of new buildings and for construction on existing W -ALM, building in the project area from the date of adoption of this plan. Where a proposed pro- ject is in the redevelopment area, the agency staff shall participate in the county or city normal permit process. In the case of proper- ty which is the subject of a disposition and development or participation agreement with the agency, and any other property in the discretion of the agency, agency shall re- view any application for a permit prior to acting on any agreement. Any such project approved by the agency must be in con- formance with the provisions of this plan and any applicable disposition and devel- opment agreement or owner participation agreement.
