and adopting this plan. Such time limitation <br />may be extended only by amendment of this <br />plan. Acquisition of property will generally <br />be achieved by cooperative negotiations be- <br />tween the owner of such property and the <br />agency. <br />The agency shall not acquire real proper- <br />ty to be retained by an owner pursuant to a <br />participation agreement unless provisions <br />for such acquisition is made in the agree- <br />ment. The agency is authorized to acquire <br />structures without acquiring the land upon <br />which those structures are located. The <br />agency is also authorized to acquire any oth- <br />er interest in real property less than a fee <br />interest. <br />Property owners and developers will be <br />encouraged to participate in upgrading ef- <br />forts including agreements with the agency <br />for financial and other incentives.
