TDC:aaa 1121/00 <br />Occurs in San Leandro or the San Lorenzo area of the County of Alameda. It is understood that primary <br />responsibility for responding to an accident, including an aircraft accident, is with the agencies of the city (or <br />of the county if the accident occurs in an unincorporated area) in which the accident occurs, and that the <br />OFD is the agency on behalf of the Port that provides assistance to another city in the event an aircraft <br />accident in that city related to the Airport. The Port's report shall specify which emergency personnel on <br />behalf of the Port shall provide a response to the accident, and how the Port proposes to transport <br />specialized emergency equipment to the disaster site. This report shall be provided for informational <br />purposes only and the City shall not have the right or responsibility to alter the Port's plans, however, the <br />City may submit written suggestions to the Port. <br />8.Relocation of the Instrument Landing System. The Port shall relocate the Instrument Landing <br />System ( "ILS "), or such other current state -of- the-art system performing the functions of the ILS, 'from <br />Runway 27R to Runway 27L as soon as reasonably practicable after the Obligations Effective Date and the <br />Port is legally. permitted to implement the ADP and relocate the ILS, or such other state -of- the-art system. <br />Upon the reasonable written request from time - to-time by the City the Port shall provide the City with a <br />progress reports on the relocation, <br />9.North Field Flight Route Research Group. The Port acknowledges the City's claim, but does not <br />concede, that North Field air traffic and the Quiet Hours Program cause noise impacts on residences in <br />San Leandro. The Port shall continue the North Field Flight Route Research Group and will continue to <br />work in good faith with the Cities of San Leandro and Alameda to address the noise issues that result from <br />the North. Field operations and the Quiet Hours Program. The Port also agrees to maintain a permanent <br />airport noise discussion group to address these and other noise issues. <br />City of San Leandro and Port of Oakland <br />Settlement Agreement Page 24
