City of San Leandro <br />Meeting Date: April 7, 2014 <br />ONR x419 ` Staff Report <br />File Number: 14-079 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.D. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Accepting the Work for the Westgate Soundwall <br />Repair Project, Project No. 2012.0200 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends the City Council accept the work by Pleasanton Engineering Contractors, <br />Inc., release the performance and payment bonds after the applicable statute of limitations <br />expires, file the Notice of Completion and release the maintenance bond upon completion of <br />the one-year maintenance period to the satisfaction of the Engineering and Transportation <br />Director. <br />BACKGROUND <br />In April 2011 and again in May 2011, the Police Department reported incidents involving <br />automobile collisions into the soundwall along the east side of Westgate Parkway. The two <br />separate collisions were both single vehicle collisions with the wall at approximately the same <br />location, causing noticeable distress to the wall structure. <br />The soundwall separates Westgate Parkway from the backyards of residential properties <br />along Timothy Drive and Marybelle Avenue. The wall was constructed when the property was <br />a privately owned industrial site and became the City's responsibility when the right of way <br />was acquired in 1987. <br />The project demolished and replaced the distressed section of soundwall. The replaced <br />section meets current Building Code regulations. <br />Analysis <br />On September 6, 2013, Pleasanton Engineering Contractors, Inc. was awarded the <br />construction contract. Construction began on November 8, 2013.
