CityofSanLeandroAnnualActionPlan <br />2014 <br />5 <br />OMBControlNo:2506Ͳ0117(exp.07/31/2015) <br />APͲ10Consultation–91.100,91.200(b),91.215(l) <br /> <br />1.Introduction <br />TheActionPlanisanimportantdocumentfortheHOMEConsortium.Builtoninteragencycoordination, <br />consultation,andpublicparticipation,theActionPlanfocusesattentiononhousingandcommunity <br />developmentneedsandresourcesavailabletomeettheseneeds.TheFY2014Ͳ2015ActionPlanwill <br />bepreparedthroughconsultationwithotherpublicandprivateentities.TheHOMEConsortium <br />TechnicalAdvisoryCommittee,composedofstafffromalljurisdictionsintheHOMEConsortium,meets <br />biͲmonthlytoprovidepolicyinputintotheActionPlanplanningprocess. <br /> <br />TheCityofSanLeandrowillcontinuetocoordinateavailableCDBG,HOME,andlocalfundstoprovide <br />housingprograms,publicserviceassistance,capitalimprovements,andeconomicdevelopment <br />activitiesforeligibleresidentsandneighborhoodsinFY2014Ͳ2015.HousingͲrelatedactivitieswillbe <br />coordinatedbetweenvariousCitydivisions,includingPlanningandHousingServices.TheCitywillalso <br />coordinatewithAlamedaCounty,CountyHOMEConsortiummembercities,andnonͲprofitagenciesto <br />addresshousingneeds.TheCitywillworkwithAlamedaCountytoadministerHOMEfundsfor <br />acquisition,rehabilitation,and/ornewconstructionofaffordablerentalhousingaswellastenantͲbased <br />rentalassistance.TheCitywillcontinuetocontractforhousingservicessuchasfairhousingand <br />tenant/landlordcounseling.TheCitystaffwillcontinuetoworkcloselywithlocalnonͲprofitagencies, <br />theCounty,andotherHOMEConsortiummemberstoidentifypermanentaffordable,emergencyand <br />transitionalhousingneeds(alongwithnecessarysupportiveservices)forthehomelessand/orpersons <br />withspecialneeds.HOMEConsortiummembershaveagreedtocontinuefundingtheregionalTenantͲ <br />BasedRentalAssistance(TBRA)forHomelessFamiliesProgram,atransitionalhousingprogramthat <br />providesshortͲtermrentalsubsidies,jobpreparationandplacements,casemanagement,andother <br />supportservicestoassisthomelessfamiliesattainpermanenthousing.Inaddition,theHousing <br />AuthorityofAlamedaCounty(HACA)administerstheHUDSection8HousingVoucherProgramforSan <br />Leandro,andtheCitywillcontinuesupportfortheHousingAuthorityinitseffortstomaintainthe <br />currentlevelofvouchersforeligibleSanLeandrans. <br /> <br />Since2010,publicserviceshavebeenprimarilysupportedbyCDBGfundsthroughtheCDBGfunds <br />throughtheCity’sCommunityAssistanceGrantProgram(CAP).Effortswillcontinuetoincludethe <br />HumanServicesCommission(HSC)andnonͲprofitagencydirectors/memberstoimproveandevaluate <br />theneedsassessmentandfundingprocess.HSCidentifiessocialserviceneedsinthecommunityand <br />recommendstotheCityCouncilpossiblewaystomeetthoseneeds.HSCalsoevaluatesandencourages <br />theprovisionofsocialservicesintheCity,reviewsrequestsforfunds,andmakesrecommendationsfor <br />Cityfinancialsupporttosocialserviceagencies. <br /> <br />Additionally,CDBGfundsareexpectedtobemadeavailableforCityͲinitiatedand/ornonͲprofitcapital <br />improvementprojects.Shouldfundsbeavailable,nonͲprofitimprovementswillbecoordinatedwithin <br />theCity’sPlanning,Building&SafetyServices,Engineering&Transportation,PublicWorksDepartments, <br />andtheCityCouncil. <br /> <br />Commercialrevitalizationefforts,furthermore,willcontinuethroughtheCity'sOfficeofBusiness <br />Development(OBD)staff.OBDstaffworkcloselywithCDBGstaff,localbusinessorganizations(suchas <br />theChamberofCommerceandDowntownBusinessAssociation),surroundingcommunities,andvarious <br />othereconomicdevelopmentorganizationstobetteraddressanddeterminetheCity'sfutureeconomic <br />andjobneeds.
