CityofSanLeandroAnnualActionPlan <br />2014 <br />23 <br />OMBControlNo:2506Ͳ0117(exp.07/31/2015) <br />APͲ85OtherActions–91.220(k) <br /> <br />Introduction <br />TocarryoutthefollowingstrategiesoutlinedintheCityofSanLeandro'sConsolidatedPlan,theCitywill <br />pursuethefollowingplannedactions. <br /> <br />Actionsplannedtoaddressobstaclestomeetingunderservedneeds <br />TheConsolidatedPlanpriorities,highlightedin"APͲ23AnnualGoalsSummary",aredesignedtoaddress <br />theunderservedneedsinSanLeandro.TheprimaryobstacletomeetingtheCity’sunderservedneedsis <br />securingadequatefundingresources. <br /> <br />Actionsplannedtofosterandmaintainaffordablehousing <br />TheCitywillcoordinateandcollaboratewithAlamedaCountytoadministerHOMEfundsforacquisition, <br />rehabilitation,and/ornewconstructionofaffordablerentalhousingaswellastenantͲbasedrental <br />assistance.TheCitystaffwillcontinuetoworkcloselywithlocalnonͲprofitagencies,theCounty,and <br />otherHOMEConsortiummembercitiestoidentifypermanentaffordablehousingaswellasemergency <br />andtransitionalhousingneeds(alongwithnecessarysupportiveservices)forthehomelessand/or <br />personswithspecialneeds.HOMEConsortiummembers,includingSanLeandro,havealsoagreedto <br />continuefundingtheconsortiumͲwideTenantͲBasedRentalAssistance(TBRA)forHomelessFamilies <br />Program,atransitionalhousingprogramthatprovidesshortͲtermrentalsubsidies,jobpreparationand <br />placements,casemanagement,andothersupportservicestoassisthomelessfamiliesattainpermanent <br />housing. <br />TheCity,moreover,willcontinuetocontractwithECHOHousingforhousingservicessuchasfair <br />housingandtenant/landlordcounseling.Theseserviceshelpmaintainpeopleinhousingandprevent <br />homelessness. <br /> <br />Furthermore,theCity’sHousingRehabilitationProgramforminorhomerepairgrantsforownerͲ <br />occupiedhomeshistoricallypreservedandimprovedtheCity’sexistinghousingstockforextremelylow <br />andverylowͲincomehomeownersandalsoandassistedelderlyhomeownerstoageinplace. <br /> <br />Lastly,theCitywillcontinuetomonitorthepreservationof613BelowͲMarketRate(BMR)rentalunits <br />(fundedand/orregulatedbytheCity/RedevelopmentAgency)fortenantsearningbetween30%and <br />120%oftheAreaMedianIncomeandsixty(60)existingBMRownershipunits. <br /> <br />ActionsplannedtoreduceleadͲbasedpainthazards <br />ThenewEnvironmentalProtectionAgency(EPA)ruleeffectiveApril22,2010requiresthatcontractors <br />beEPAͲleadcertifiedpriortobeginningworkonstructuresbuiltbefore1978.TheCity,specificallyits <br />Building&SafetyServicesDivision,requirescontractors,whoareworkingonhomesbuiltpriorto1978, <br />todemonstratethattheyhavesatisfiedtheEPAlawpriortoprovidingthemtheCitybuildingpermits <br />needed. <br /> <br />ShouldtheCityusefederalfunds,suchasHOMEfunds,foracquisitionand/orrehabilitationof <br />apartmentsforpreservationormaintenanceasaffordablehousing,itwillinformtenantsofleadͲbased <br />paintandcomplywithboththenewEPAlawonleadandrenovationaswellaswithapplicableHUD <br />leadͲbasedpainthazardreductionguidelinesandregulations. <br />
