CityofSanLeandroAnnualActionPlan <br />2014 <br />24 <br />OMBControlNo:2506Ͳ0117(exp.07/31/2015) <br />ActionsplannedtoreducethenumberofpovertyͲlevelfamilies <br />Section220ofthe1992HousingandCommunityDevelopmentActrequiresjurisdictionstodescribethe <br />goals,programs,andpoliciesthatwillreducethenumberofhouseholdswithincomesbelowthe <br />povertylevel.Onestrategyforincreasinghouseholdincomeistoimprovetheemploymentpotentialof <br />thosewhoareseekingtobreakfromthecycleofpoverty.TheCity’sCommunityAssistanceGrant <br />Program(CAP),whichiscurrentlyfundedwithCDBGfunds,willcontinuetosupportnonͲprofitagencies <br />thatprovidejobassistanceandrelatedservicestolowͲincomemembersofthecommunity.TheDavis <br />StreetFamilyResourceCenter(DSFRC)providescasemanagementservicestoaddresstheirclients’ <br />financialandsocialstrugglesand,employmentsupportservicesandworkshopsthatincludeassistance <br />withrésuméwriting,jobsearch,interviewpreparation,creatingafamilybudget,andprovidingclothes <br />forinterviews.SpecialcareermanagementcoursesalsoassistCalWORKsclientsintransitioningfrom <br />welfaretoselfͲsufficiency.Moreover,DSFRCandBuildingFutureswithWomenandChildren(BFWC) <br />workcollaborativelytofindlongͲtermaffordablehousingforhomelessfamilieswhohavestudentsin <br />theschooldistrict. <br /> <br />TheCity’sOfficeofBusinessDevelopmentactivelyseeksnewcommercialofficeandretaildevelopments <br />thatmayresultinnewemploymentopportunitiesforresidents.TheCDBGstaffwillcontinuetowork <br />closelywiththeCity’sOfficeofBusinessDevelopmentstafftodevelopeligibleprojectsandprograms <br />andpromoteincreasedeconomicdevelopmentandcommunityjobcreationandretention. <br /> <br />Actionsplannedtodevelopinstitutionalstructure <br />Publicagencies,forͲprofitandnonͲprofitprivateorganizationsallplayapartintheprovisionof <br />affordablehousing,socialservices,capitalimprovements,andeconomicdevelopment.TheCity's <br />HousingServicesDivisionhastheprimaryresponsibilityforimplementationoftheConsolidatedPlan <br />andtheHousingElement.TheDivisionworkscloselywiththeOfficeofBusinessDevelopmentinthe <br />implementationofaffordablehousingprojectsandprograms.NonͲprofitagenciesalsoprovidesocial <br />servicestothecommunityeachyear.TheAlamedaCountyHousingandCommunityDevelopment <br />(HCD)DepartmentistheleadagencyintheimplementationoftheHOMEConsortium’sConsolidated <br />Plan.HCDalsoadministerstheHOMEProgramfortheHOMEConsortiummembers,HUDhomeless <br />programs(includingtheContinuumofCareCouncil),andtheMortgageCreditCertificate(MCC)Program <br />forhomeownership.TheCityandothercitiesintheCountytakepartintheHCDactivitiesdescribed <br />above. <br /> <br />TheCityplanstocontinuefundingEveryOneHome’soperations.Asalreadydescribed,theCityis <br />committedtoimplementingthestrategiesoftheEveryOneHomePlananditsobjectivesofending <br />homelessnessinAlamedaCountyby2020.
