Procurement Division California Department of General Services <br /> Disabled Veteran Business Enterprise Participation Program Attachment 1 <br /> ANSWERS TO FREQUENTLY ASKED QUESTIONS <br /> The following are questions bidders ask most frequently about the certified DVBE Participation <br /> Program. Although all but the last question below have been addressed thoroughly in the <br /> preceding pages of this Attachment 1, a final review of these issues may be helpful to your firm <br /> in understanding the Program. <br /> Q. If my firm is awarded the contract. either with partial or full DVBE goal attainment, is my <br /> firm required to use the subcontractors)/supplier(s) identified in my firm's proposal? <br /> A. Yes,unless your firm has requested and received prior approval for substitution from <br /> the Contracting Official responsible for administering the contract. <br /> Q. Who notifies the DVBE subcontractor(s)/supplier(s) when the State's contract award is <br /> made? <br /> A. Upon award of the contract to the prime contractor,the awarding department notifies <br /> the listed DVBE subcontractor(s)/supplier(s) of their participation in the contract. <br /> Notwithstanding the awarding department's notification,the prime contractor is also <br /> urged to notify the listed DVBE subcontractor(s)/supplier(s) immediately after the <br /> award of the contract. <br /> Q. What happens to bids, quotations and proposals that are considered as non-responsive to <br /> the Attachment I requirements? <br /> A. Non-responsive bids. quotations and proposals are rejected. Many are rejected <br /> because of incomplete documentation or documentation received after the date the <br /> solicitation response was due. mathematical error(s) related to the percentage of <br /> DVBE participation, or a bidder's basing goal attainment on the bidder's workforce <br /> composition. <br /> Q. If my firm is a certified D r'BE. can my firm meet the 3 percent DVBE participation goal as <br /> a single company? <br /> A. YES,so long as your firm commits to using its resources alone or in combination with <br /> another certified DVBE or other certified DVBEs to perform at least 3 percent of the <br /> total contract value. <br /> Q. If my firm's proposal as submitted meets the 3 percent DVBE participation goal and the <br /> State decides to make multiple contract awards for the requirements set forth in this <br /> solicitation, could my firm's response to this solicitation be considered as non-responsive? <br /> A. No. The State's decision to make multiple awards will not jeopardize the compliance <br /> of your response to this solicitation. <br /> Mardi ll„9� 8 <br />
