Action Plan-FY1999 <br /> City of San Leandro <br /> Page 6 <br /> SUPPORTIVE HOUSING NEEDS <br /> Priority - Increase the availability of service-enriched housing within the HOME <br /> Consortium to address the needs of populations with special needs and to facilitate access <br /> to services for low- and very low-income people. <br /> Objective: Assist non-profit housing developers in obtaining funding to rehabilitate or <br /> construct housing with supportive services for people with special needs, <br /> including the elderly and developmentally disabled. <br /> COMMUNITY DEVELOPMENT NEEDS <br /> Priority - Business Revitalization/Economic Development <br /> Objective 1: Continue to administer small business loan program including technical <br /> assistance, monitoring and financing. <br /> Objective 2: Continue commercial design assistance program, including architectural design <br /> and facade improvement for businesses in eligible areas, such as redevelopment <br /> areas and HUD exception areas. <br /> Objective 3: Implement new program to provide technical assistance for businesses in <br /> eligible areas, such as workshops and job fairs. <br /> Objective 4: Continue Shopping Center revitalization program in eligible areas to implement <br /> facade, and health and safety improvements. <br /> Priority—Public Services <br /> Objective: Continue to provide operational funds to non-profit social service agencies <br /> serving San Leandro residents. <br /> Priority -- Capital Improvement Projects/Public Facilities <br /> Objective 1: Continue to provide funds for facility improvements to non-profit social service <br /> agencies serving San Leandro residents. <br /> Objective 2: Continue funding public improvements which provide handicap accessibility. <br /> Priority - Elimination of Slums and Blight <br />
