3. re-examine zoning and building requirements with the objective of <br /> assuring that they do not prevent efficient use of housing through excessively <br /> restrictive definitions of family and dwelling unit (Page V-63). <br /> NOW, THEREFORE, the City Council of the City of San Leandro, does <br /> resolve, declare and determine as follows: <br /> 1. The City Council hereby reverses the decision of the Planning <br /> Commission. <br /> 2. A "safe house" that meets the specific written characteristics set forth <br /> above fits within the definition of a "family" in the San Leandro Zoning Code and is <br /> thus permitted in single-family residential zoning districts of the City. <br /> 3. This interpretation is consistent with the San Leandro General Plan. <br /> 4. This interpretation does not require environmental review under the <br /> California Environmental Quality Act. <br /> 5.
