City of San Leandro <br />Meeting Date: July 21, 2014 <br />Staff Report <br />Agenda Section:File Number:14-261 CONSENT CALENDAR <br />Agenda Number:8.G. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for Resolution Rejecting All Bids for the Marina Community <br />Center (MCC) Storefront Window Replacement, Project Number 2005.0060 <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for the replacement of storefront windows at the Marina Community <br />Center. <br />Staff recommends that the City Council approve a resolution rejecting all bids on the subject <br />project. <br />BACKGROUND <br />The subject project’s scope is to replace four bays of storefront windows along the frontage of <br />the Marina Community Center (MCC) building. These windows have slow leaks during <br />periods of heavy rain and need replacement. <br />Analysis <br />The project was advertised for bid on June 6, 2014 and bids were opened on Tuesday, July 1, <br />2014. Four bids were received ranging from $92,849 to $150,000. Because the lowest <br />bidder did not include a required Addendum Acknowledgement, the lowest responsible bidder <br />was the second low bidder, Gammas Builders, at $131,300. This bid amount is 65% above <br />the engineer’s estimate of $79,600. <br />Rebidding this project is anticipated to result in bids closer to the engineer’s estimate. Staff <br />plans to modify the construction documents to reduce costs by adjusting contractor license <br />requirements, clarifying window specifications, and modifying project general conditions as <br />appropriate.
