<br />C. Design Standards. Per Zoning Code Section 2-700E, the purpose of the industrial dis- <br />trict regulations include ensuring that βthe appearance and effects of industrial uses <br />are compatible with the character of the area in which they are located.β The Zoning <br />Enforcement Official shall review and approve all plans and elevations of buildings <br />housing Adult-Oriented Businesses to determine whether they meet this standard. <br />This review will consider building color, massing, architectural features and other ex- <br />terior details. A decision on this design compliance for a new business shall be given <br />within 30 days of the granting of an Adult-Oriented Business Regulatory Permit; any <br />changes to the exterior of the building after the initial review shall also be subject to <br />review and approval by the Zoning Enforcement Official. <br /> <br />D. Appeal. Any decision of the Zoning Enforcement Official made pursuant to this Article <br />may be appealed to the Planning Commission pursuant to Article 28. Any administra- <br />tive action made pursuant to this Article may be appealed to a court of competent ju- <br />risdiction. (Ord. 2001-015 § 1) <br /> <br /> <br />4-1684 Hazardous Waste Facilities <br /> <br />A. Intent. The purpose of this Section is to establish uniform standards, land-use regula- <br />tions and a permit process for controlling the location, design, maintenance and safe- <br />ty of off-site hazardous waste facilities. These standards, regulations and processes <br />are intended to be consistent with Article 8.7 of the California Health and Safety <br />Code, applicable portions of the Alameda County Hazardous Waste Management <br />Plan and the City of San Leandro General Plan. <br /> <br />B. Applicability. <br /> <br />1. The specific requirements of this ordinance are applicable to the siting and de- <br />velopment of off-site hazardous waste treatment, storage, or transfer facilities. <br />Off-site hazardous waste facilities mean those facilities which treat, store, recy- <br />cle, incinerate or transfer hazardous wastes from at least two (2) producers of <br />hazardous wastes which are not located on the same property of the hazardous <br />waste facility. Consistent with the Alameda County Hazardous Waste Manage- <br />ment Plan, off-site hazardous waste facilities only include those facility types as <br />defined by the Plan for small-scale transfer and storage including hazardous <br />waste collection facilities, industrial transfer, storage and treatment facilities, and <br />residual repositories. <br /> <br />2. The off-site facility definition does not apply to: <br /> <br />a. Transportable Treatment Units (TTUs), which are designed to be moved ei- <br />ther intact or in modules and which are intended to be operated at a given <br />location for a limited period of time; or <br />Exhibit G: Proposed Amended Article16 Page 29 <br />Note: underline and bolded text represents new text; strike-through text represents text to be eliminated
