<br /> <br />2. Co-location. All new wireless telecommunications facilities shall co-locate <br />with other, existing or with planned, new wireless telecommunications fa- <br />cilities whenever feasible and when doing so will minimize potential visual <br />impacts. Co-locations shall be processed in accordance with the prevail- <br />ing Federal guidelines. <br /> <br />F.4. Specific Design Criteria. Aesthetics; Lighting. The following design standards <br />guidelines set forth in this Subsection C.4. shall govern the siting, design and <br />location of all wireless telecommunications facilities towers, and the installa- <br />tion of all antennas, governed by this Section; provided, however, that the Board <br />of Zoning Adjustments may waive these requirements if it determines that the <br />goals of this Section are better served thereby. <br /> <br />1. Freestanding Towers and Ground-Mounted Facilities <br /> <br />a. Freestanding tTowers and ground-mounted wireless telecommunica- <br />tions facilities shall either maintain a galvanized steel finish or, subject to <br />any applicable standards of the FAA, be painted a neutral color, as deter- <br />mined by the City, so as to reduce visual impacts obtrusiveness. and <br />blend into the landscape or visual backdrop against which they will be <br />seen to the greatest extent possible, unless otherwise required by the <br />FAA. <br /> <br />b. Freestanding and ground-mounted wireless telecommunications facili- <br />ties shall incorporate camouflaging techniques, such as alternative <br />tower structures, wherever feasible and shall be located in areas <br />where existing topography, vegetation, buildings or other structures <br />provide the greatest amount of screening to minimize visual impacts. <br /> <br />c. If an antenna is installed on a structure other than a tower, the antenna and <br />supporting electrical and mechanical equipment must be of a neutral color <br />that is identical to, or closely compatible with, the color of the supporting <br />structure so as to make the antenna and related equipment as visually unob- <br />trusive as possible; and must be sited and designed to appear as an integral <br />part of the structure, to the extent feasible. <br /> <br />c. Alternative tower structures, such as treepoles shall incorporate <br />enough architectural branches (including density, needle count and <br />vertical height), three dimensional bark cladding, and other design ma- <br />terials or appropriate techniques to cause the structure to appear as a <br />natural element of the environment.
