<br /> <br />B. Site Criteria and Permitting Requirements. <br /> <br />The following siting criteria has been established for use by Community Gar- <br />den project proponents in locating and designing suitable garden sites. The <br />purpose of the criteria is to reduce public health and reduction of potential <br />nuisance issues. Community Gardens are subject to the following regula- <br />tions, and the following physical and operational standards shall apply: <br />1. Compost areas shall be setback at least 10 feet from property line or fif- <br />teen (15) feet from dwelling unit, whichever is greater. Compost storage is <br />limited to ten (10) percent of total site area and must not be visible from <br />adjacent properties. All organic materials must be managed to avoid ro- <br />dents, pests, odors and leachates; <br />2. If the Community Garden is enclosed by fencing, the fencing shall be <br />wood fencing or ornamental fencing. If chain-link or woven wire fencing is <br />proposed, over half of the fence area that borders a public right-of-way <br />shall be covered by plant material or other vegetative screening within <br />three (3) years of the fence installation. All fencing shall comply with <br />height and setback requirements in Section 4-1682; <br />3. Use of mechanized farm equipment is generally prohibited; provided, <br />however, that during the initial site preparation of the land heavy equip- <br />ment may be used. Landscaping equipment designed for household use <br />shall be permitted; <br />4. All farm equipment shall be enclosed or otherwise screened from sight. <br />Chemicals and fuels shall be locked in a structure when site is unattend- <br />ed; <br />5. Site drainage must be managed to comply with Alameda County Storm- <br />water Permit regulations; <br />6. Commercial deliveries and pick ups are limited to one time per day; <br />7. Row crops that reach thirty-six (36) inches in height, except for trees, are <br />not permitted in required front and corner side yards; <br />8. Trash receptacles must be provided and screened on at least three (3) <br />sides from public view; <br />9. Structures shall not exceed five hundred (500) square feet in floor area <br />and are limited to twelve (12) feet in height; <br />10.
