E. Prior to issuance of building permits a final landscape and irrigation plan shall be <br /> , submitted to the Zoning Enforcement Official for review and approval. Said plans shall <br /> specify landscaping in the 15-foot front yard setback from the Carpentier Street right-of- <br /> way line, the 10-foot street side yard setback from the Williams Street right-of-way line, <br /> the five-foot interior side yard setback, the 15-foot rear yard setback, and the parkway <br /> strips located in the Carpentier and Williams Streets sidewalks. Said plans shall include, <br /> but is not limited to, trees with a minimum size of 15 gallons, a pallet of shrubs and <br /> ground cover planting that is flowering plants, or plants that have colorful foliage. The <br /> minimum size for the shrubs shall be five gallons and the ground cover shall be one <br /> gallon or shall be from flats with the necessary spacing to cover the planter areas in one <br /> growing season. <br /> F. Prior to issuance of a Certificate of Occupancy for the duplex or any of the units, the <br /> final landscaping and irrigation specified on the final landscape and irrigation plan shall <br /> be completely installed to the satisfaction of the Zoning Enforcement Official. <br /> G. Prior to issuance of building permits, the applicant shall submit final details and <br /> specifications, noting a new, wider concrete driveway on the property on the Carpentier <br /> Street frontage, which shall access the new one-car garages. The wider driveway shall <br /> have a minimum width of 23 feet. The details and specifications shall also note the <br /> widening of the former driveway and the construction of new curb, gutter and sidewalk <br /> to the City's Engineering Standards. Said details and specifications shall be subject to <br /> the review and approval of the Zoning Enforcement Official and City Engineer. The <br /> applicant shall be required to obtain an Encroachment Permit from the City Engineer <br /> prior to construction of the new driveway. <br /> H. Prior to issuance of building permits, the applicant shall submit final details and <br /> specifications and a sample of the proposed concrete (color or wash details), and/or <br /> concrete pavers to be used for the project for the review and approval of the Zoning <br /> Enforcement Official and City Engineer. <br /> II. PERMITTED USE <br /> A. This is an approval of a Conditional Use Permit, Parking Exception, and Site Plan <br /> Review Approval, to create a two-story duplex by lifting up an existing single-family <br /> residence and basement by approximately 6 feet, which would create a unit on the <br /> ground floor, on a substandard lot, at 1795 Carpentier Street, Alameda County <br /> Assessor's Parcel Number 75-27-4-1. The proposed duplex would include a three- <br /> bedroom, one-bathroom unit upstairs (964 square feet) and a three-bedroom, two- <br /> bathroom unit downstairs (901 square feet). Each unit would have a one-car garage. <br /> B. Construction of the project shall remain in substantial compliance with the approved <br /> exhibits and plans. Any change to the project design, materials or colors shall be <br /> subject to the review and approval of the Zoning Enforcement Official who may <br /> administratively approve or require review by the Board of Zoning Adjustments as a <br /> modification to appropriate application approval listed above. <br /> Agreement to Conditions June 26,2014 <br /> PLN2014-00014 Page 4 of 8 <br />
