City of San Leandro <br />Meeting Date: September 2, 2014 <br />Staff Report <br />Agenda Section:File Number:14-307 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving and Authorizing the City Manager to <br />Execute a Non-Professional Services Agreement with Jack Doheny <br />Companies, Inc. for the Closed Circuit Television (CCTV) Truck and <br />Equipment Replacement Project, Project No. 2013.0240 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approving and authorizing the City Manager to execute a Non-Professional <br />Services Agreement with Jack Doheny Companies, Inc. in the amount of $193,254, for the <br />Closed Circuit Television (CCTV) Truck and Equipment Replacement Project, Project No. <br />2013.0240. <br />BACKGROUND <br />The City of San Leandro operates and maintains a network of approximately 125 miles of <br />sanitary sewer pipelines and 70 miles of storm drain pipelines. Internal condition inspection of <br />these pipelines is performed by review of video obtained from closed circuit television (CCTV) <br />cameras inserted into the subject pipelines. The inspections are essential for monitoring the <br />structural integrity of the pipelines and identifying conditions that are likely to cause blockages <br />therefore preventing potential sewer overflows. The existing truck and CCTV equipment is <br />over 14 years old and has reached the end of its useful life. <br />Analysis <br />A Request for Proposals to procure a new truck and CCTV equipment was issued in October <br />2013, generating proposals from three qualified firms. Staff evaluated the proposals based on <br />least cost/best value, system functionality, and support services. The Jack Doheny <br />Companies, Inc. was rated highest of these firms. <br /> <br />This contract will provide a new truck and CCTV equipment, backed by a warranty and <br />Page 1 City of San Leandro Printed on 8/26/2014
