City of San Leandro <br />Meeting Date: September 15, 2014 <br />Resolution - Council <br />File Number: 14-366 Agenda Section: CONSENT CALENDAR <br />Agenda Number: <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: RESOLUTION Authorizing the City Manager to Enter into an Agreement with <br />The Bay Area Air Quality Management District (BAAQMD) to Receive $70,000 <br />in Grant Funding from the Transportation Fund for Clean Air (TFCA) to Install <br />Twenty -Eight Electronic Bicycle Lockers ("E -Lockers") at the San Leandro <br />BART Station (provides authorization for the City Manager to enter into an <br />Agreement with the Bay Area Air Quality Management District to install <br />twenty-eight Electronic Bicycle Lockers at the San Leandro BART Station at a <br />total cost of $92,817.73 with City's Matching Funds at $22,817.73 from <br />Measure B Bicycle and Pedestrian Funds) <br />WHEREAS, the City of San Leandro submitted an application for the Transportation <br />Fund for Clean Air Program (TFCA) Regional Funds for 28 electronic bicycle lockers at the <br />San Leandro BART station; and, <br />WHEREAS, through the Bay Area Air Quality Management District Board of Directors' <br />approval of awarding the grant to the City of San Leandro, BAAQMD sent the City a proposed <br />funding agreement and insurance requirements for review and execution; and, <br />WHEREAS, the agreement sets forth the terms, conditions, and recordkeeping <br />requirements of the grant; and, <br />WHEREAS, failure to execute and return the agreement will subject the grant offer to <br />cancellation; and, <br />WHEREAS, a fully executed agreement, signed by both the City as a sponsor and the <br />BAAQMD, constitutes a final approval and obligation on the part of the BAAQMD; and <br />WHEREAS, with a letter of commitment from BART to partner with the City of San <br />Leandro, including collaborating with the City of San Leandro to place E -Lockers in the BART <br />station, maintaining the Electronic Bicycle Lockers and providing the required insurance <br />coverages throughout the project's 10 -year useful life, the City of San Leandro is eager to <br />City of San Leandro Page 1 Printed on 9/9/2014 <br />
