WORKING DRAFT FOR HCD REVIEW <br /> <br /> <br />EVALUATION OF 2010 ELEMENT 2-26 SAN LEANDRO HOUSING ELEMENT <br />Action Summary Progress <br />56.09- <br />A <br />Update the San Leandro Condo Conversion <br />Ordinance in response to changing market <br />conditions, public input, and the experience of <br />recent proposals. Among the changes that <br />should be considered: (a) increasing the condo <br />conversion fee, and basing the fee on sales price <br />rather than using a flat fee; (b) removing the <br />exemption for 2- to 4-unit rental buildings; (c) <br />setting a minimum cost per unit for upgrades as <br />part of condo conversions; (d) requiring a <br />marketing plan for the converted units; (e) <br />solicit input from the development community; <br />(f) survey other communities with condo <br />conversion fees. <br />ADVANCE. The ordinance has not been updated <br />since adoption of the last Housing Element, in part due <br />to the absence of proposals for condo conversions. The <br />last conversion that occurred was the Willows <br />Townhomes in 2006. Regarding the specific <br />provisions listed here (a-f), all remain relevant and <br />should be carried forward. Given the current real <br />estate market, it is possible that condo conversion <br />proposals could become more prevalent in the coming <br />years. <br />56.10- <br />A <br />Explore a roommate matching or shared <br />housing program aimed at seniors living alone. <br />In the event the City is unable to sponsor such a <br />program, participate in the existing shared <br />housing program run by ECHO Housing which <br />serves seniors and others in Alameda County. <br />ADVANCE. There continues to be interest in such a <br />program, although other housing initiatives have had a <br />higher priority in the last five years. This program <br />should be carried forward, and participation in ECHO <br />Housing’s program should continue to be explored. <br />“ACHIEVED” indicates the action has been accomplished, while “ADVANCE” means it is on-going or should be carried <br />forward to 2015-2023. “REPLACE” means the action should be replaced with a new or modified program to carry out the <br />policy. “REVISE” means action should be updated. <br /> <br />
