WORKING DRAFT FOR HCD REVIEW <br /> <br /> <br />EVALUATION OF 2010 ELEMENT 2-35 SAN LEANDRO HOUSING ELEMENT <br />Action Summary Progress <br />58.08- <br />A <br />Continue to provide financial support to <br />Building Futures with Women and <br />Children’s San Leandro Shelter and <br />domestic violence shelter, the Davis <br />Street Family Resource Center, and <br />similar organizations assisting the <br />homeless and persons at risk of <br />becoming homeless. Appropriate <br />organizations to fund include those that <br />provide emergency shelter, case <br />management, hot meals and groceries, <br />motel vouchers, medical care, adult <br />literacy, and other services which assist <br />those who are homeless or at risk of <br />becoming homeless. <br />ADVANCE. The City continues to provide CDBG funding <br />support to Building Futures for Women (BFWC) and Davis <br />Street Family Resource Center (DSFRC), both of which <br />primarily serve ELI households. The City also helped BFWC <br />set up the Housing Resources Center (see above). BFWC <br />served 184 ELI households in 2011, 199 in 2012, and 261 in <br />2013. DFRSC served 12,138 ELI households in 2011, 11,122 <br />in 2012, and 12,540 in 2013. Other organizations serving <br />special needs populations and those with unmet housing needs <br />have been supported through CDBG in recent years. This <br />will continue, and additional funding sources should be <br />pursued. <br />58.08- <br />B <br />Continue to fund an Emergency Rental <br />Assistance Program, which provides <br />emergency loans to lower-income <br />families with delinquent rent due to <br />temporary economic hardship. The <br />program may be administered by a local <br />non-profit entity such as ECHO Housing. <br />ADVANCE. This program is administered by ECHO <br />Housing. It served 16 families in 2011-12 and 6 families in <br />2012-13. It did not receive funding from the City in 2013 due <br />to budget constraints. Restoration of the program should be <br />pursued in the 2015-2023 period. <br />58.08- <br />C <br />Within 12 months of Housing Element <br />adoption, amend the San Leandro Zoning <br />Code to allow group residential uses <br />(such as homeless shelters, rooming and <br />boarding houses, supportive housing, and <br />residential care facilities) as a matter of <br />right on Industrial-Light (IL) zoned <br />parcels. In addition, the zoning code <br />should make explicit reference to <br />“emergency shelter”, “supportive <br />housing,” “and transitional housing” <br />rather than using the more generic term <br />“group housing.” <br />ACHIEVED/DELETE. This action, which achieved <br />compliance with SB2, was completed in March 2011. <br />Provisions to treat transitional and supportive housing the <br />same as other uses of the same type in the same zone were <br />added to the Code at that time. <br />58.09- <br />A <br />Develop a local implementation strategy <br />for the Alameda County EveryOne <br />Home program. This could entail <br />additional efforts to prevent <br />homelessness, increase local housing <br />opportunities for extremely low i ncome <br />households, deliver additional services to <br />support stability and independence, and <br />provide technical and financial assistance <br />to organizations that assist those who are <br />homeless or at risk of becoming <br />homeless. <br />ADVANCE/REVISE. The City adopted EveryOne Home in <br />2006 and has worked with other cities, the County, and <br />partner organizations on its implementation. It has not yet <br />developed a strategy specific to San Leandro. In 2014, the <br />City Council created a Task Force made up of staff, local <br />clergy, service providers, and the homeless to address local <br />homelessness issues. This should be reflected in a revised <br />version of this action. <br />
