WORKING DRAFT FOR HCD REVIEW <br /> <br /> <br />EVALUATION OF 2010 ELEMENT 2-36 SAN LEANDRO HOUSING ELEMENT <br />Action Summary Progress <br />58.09- <br />B <br />Evaluate the feasibility of a local <br />transitional/ permanent supportive <br />housing facility that would provide <br />subsidized rental housing for individuals <br />and families to assist them in the <br />transition between living in a shelter and <br />regular private rental housing. If such a <br />facility can be constructed, priorities <br />should be given to single parent <br />households with children. If such a <br />facility is infeasible in San Leandro, <br />continue to provide financial support to <br />develop such facilities in nearby <br />communities. The feasibility of including <br />such housing as a component of a “safe <br />haven” for homeless persons also should <br />be considered. <br />REVISE. City staff participated in an EveryOne Home <br />(EOH) Task Force which included EOH, County government, <br />nonprofit staff, and local service providers to consider the <br />idea of a “safe haven.” The task force determined that the <br />idea was infeasible due to limited financial support. <br />Moreover, there continues to be a shifting emphasis toward <br />permanent supportive housing rather than temporary shelter. <br />A revised action encouraging supportive housing facilities, <br />and additional state and federal funding for such facilities, <br />should be considered in lieu of this action. <br />58.10- <br />A <br />Maintain multi-lingual staff capacity at <br />City Hall in order to better respond to the <br />needs of non-English speaking <br />households and ensure that all residents <br />may participate fully and equally in the <br />housing market. <br />ADVANCE. City staff includes persons fluent in Spanish, <br />Cantonese, and Mandarin. The City also maintains a <br />directory of languages spoken by staff in all City departments <br />so that appropriate referrals can be provided. The City is also <br />implementing a Language Access Plan, approved by HUD, to <br />discuss written and oral language access measures. Most <br />printed and web-based material on housing is provided in <br />English, Spanish, and Chinese, including information on fair <br />housing access, foreclosure, housing rehabilitation grants, and <br />rent review. <br />58.12- <br />A <br />Explore programs which assist San <br />Leandro’s teachers, nurses, police <br />officers, and other community service <br />employees in obtaining suitable and <br />affordable housing within the <br />community. Explore the availability of <br />state funding for such programs. To the <br />extent permitted by law, consider <br />directing a percentage of redevelopment <br />set-aside funds for this purpose. <br />REVISE. This continues to be a relevant objective, but the <br />elimination of Redevelopment, coupled with reduction in state <br />and federal funds. and other competing demands for housing <br />programs, make it difficult to fund. No action has been taken <br />to date. <br />“ACHIEVED” indicates the action has been accomplished, while “ADVANCE” means it is on-going or should be carried <br />forward to 2015-2023. “REPLACE” means the action should be replaced with a new or modified program to carry out the <br />policy. “DELETE” means the action is no longer relevant. “REVISE” means action should be updated. <br />
