File Number: 14-401 <br />responses to the RFP sent for the subject project, only ESA responded with a proposal. On <br />follow up inquiries with the consultants who were sent the RFP, they explained that their <br />reason for declining submitting proposals was based on the complexity of the dealings with <br />the various regulatory agencies involved in obtaining the necessary permits needed for the <br />project. <br />ESA is familiar with the requirements of the various agencies involved in the permitting <br />process because it has performed extensive work on the San Leandro shorelines. ESA’s <br />recent experience working on the Heron Bay Shoreline includes obtaining permits that allowed <br />Livermore-Amador Valley Water Management Agency to perform the upgrade of its facilities <br />in the Heron Bay marshlands and shoreline. <br />Applicable General Plan Policies <br />General Plan Policy 21.02 PARK MAINTENANCE: Provide for the regular, systematic <br />maintenance of San Leandro’s park and recreational facilities to prevent deterioration, ensure <br />public safety and permit continued public use and enjoyment . <br />Fiscal Impacts <br />The total cost of these environmental clearance services is $69,206. <br />Budget Authority <br />The costs of this CSA will be funded by the existing appropriations in Account No. 147-42-150 <br />- Heron Bay Levee Maintenance. <br />ATTACHMENT <br />Attachment to Resolution <br />·Agreement <br />PREPARED BY: Austine Osakwe, Senior Engineer, Engineering & Transportation <br />Department <br />Page 2 City of San Leandro Printed on 9/30/2014
