On <br />follow up inquiries with the consultants who were sent the RFP, they explained that their <br />reason for declining submitting proposals was based on the complexity of the dealings with <br />the various regulatory agencies involved in obtaining the necessary permits needed for the <br />project. <br />ESA is familiar with the requirements of the various agencies involved in the permitting <br />process because it has performed extensive work on the San Leandro shorelines.
