File Number: 14-462 <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />City of San Leandro <br />Meeting Date: November 3, 2014 <br />Resolution - Council <br />BY: Lianne Marshall <br />Assistant City Manager <br />FINANCE REVIEW: David Baum <br />Agenda Section: CONSENT CALENDAR <br />Agenda Number: <br />Finance Director <br />TITLE: RESOLUTION Establishing Application Fees for the Medical Cannabis <br />Dispensary Program (establishes fees to off -set the City's anticipated staffing, <br />operational and consulting costs associated with implementing a three -round <br />application process) <br />WHEREAS, in December 2013, the City Council approved a medical cannabis <br />regulatory ordinance to facilitate the approval, regulation, and operation of one medical <br />cannabis dispensary in the City of San Leandro; and <br />WHEREAS, that ordinance states that applicants seeking to operate the one <br />dispensary shall pay a non-refundable application fee as well as any other costs associated <br />with reviewing their background; and <br />WHEREAS, the City Manager and City staff have analyzed the anticipated staffing, <br />operational, and consulting costs that will be necessary to develop and implement the process <br />that will lead to a recommendation to the City Council regarding who that operator should be; <br />and <br />NOW, THEREFORE, BE IT RESOLVED that the fees established shall: <br />• Not exceed $1,000 for the Round 1 background screening of each of the key <br />members of the applicant operator team; <br />• Not exceed $3,000 for the Round 2 dispensary application; and <br />• Not exceed $9,000 for the Round 3 review of any finalists who advance through <br />Rounds 1 and 2. <br />City of San Leandro Page 1 Printed on 1012812014 <br />
