City of San Leandro <br />Housing Element Update (2015-2023) Project <br />Initial Study and Environmental Checklist <br />within the boundaries of the land use compatibility plans for Oakland International Airport and Hayward <br />Executive Airport. However, the Housing Element does not include any policies which would promote in- <br />compatible land uses near the airport, and sites identified under the Housing Element have previously been <br />zoned for residential use. Further, compliance with the provisions of the airport land use compatibility plans, <br />along with goals, policies, and action in the Environmental Hazards Element of the 2002 General Plan, would <br />ensure thatpotential impacts regarding airport safety would be less than significant. <br />fi For a project within the vicinity of a private airstrip, would the project result in a safety hazard forpeople residing or work- <br />ing in the project area? <br />There are no private airstrips within the vicinity of the locations where future residential development could <br />occur under implementation of the Housing Element. Thus, there would be no impact related to private air- <br />strip hazards. <br />g) Mould the project impair implementation of or physically interfere with an adopted emergency response plan or emergency <br />evacuation plan? <br />Adoption of the Housing Element alone would not result in land use changes that would impair or physically <br />interfere with the ability to implement the City's Multi Jurisdictional Local Ha.Zard Mitigation Plan. Future residen- <br />tial development would be required to comply with 2002 General Plan goals, policies, and actions regarding <br />public safety included in the Environmental Hazards Element. Additionally, the proposed Project does not <br />include potential land use changes that would impair or physically interfere with the ability to implement the <br />City's Multi Jurisdictional Local Hazard Mitigation Plan. Therefore, compliance with the provisions of the Cali- <br />fornia Fire Code (CFC), the General Plan goals, policies, and actions regarding safety, and the CBC would <br />ensure thatpotential future development under the proposed Project would result in a less -than -significant im- <br />pact with respect to interference with an adopted emergency response plan or emergency evacuation plan. <br />h) Mould the project expose people or structures to a significant risk of loss, injury or death involving wildland fires, including <br />where wildlands are adjacent to urban.Zed areas or where residences are intermixed with wildlands? <br />CalFire Fire Hazard Severity Zone Maps for Alameda County show a small portion of the city along its east- <br />ern border, east of I-580, and areas within the city's Sphere of Influence as a "Very High Fire Hazard Severity <br />Zone (VHFHS)." Seven small, single family zoned housing element sites in existing residential areas are with- <br />in the VHFHS zone. However, as mentioned, adoption of the Housing Element alone would not result in <br />physical development. Future development allowed under the Housing Element would be required to comply <br />with the goals, policies, and actions of the 2002 General Plan included in the Environmental Hazards Ele- <br />ment, along with being constructed pursuant to Title 7, Chapter 7-5 of the San Leandro Municipal Code <br />which, among other codes, incorporates requirements contained in the CBC, and CFC. As noted above in <br />Section VIII.g, compliance with these regulations would reduce the risk of loss, injury, or death resulting <br />from wildland fire and impacts would be less than significant. <br />Page 132 <br />
